About this opportunity

The State of Utah Division of Purchasing, in collaboration with the Utah Department of Technology Services (DTS), is soliciting an Invitation for Bid (IFB) for remote, location-specific wireless internet services. This procurement aims to establish a five-year contract with a single vendor who can provide comprehensive internet connectivity to specified locations outlined in the Mandatory Minimums document. The contract will be awarded to the lowest cost, responsive, and responsible vendor, with strict qualification requirements that vendors must pass before cost evaluation. The bid was posted on August 12, 2025, with proposals due by August 26, 2025. Vendors must thoroughly review the attached documentation, including the Scope of Work, Vendor Prerequisites, Standard IT Terms and Conditions, and Cost Sheet, to ensure full compliance with the state's technical and operational requirements. The evaluation methodology will prioritize meeting all mandatory minimum requirements before considering pricing, with the ultimate goal of selecting a vendor capable of providing reliable wireless internet services across designated Utah locations.

While the procurement documents do not explicitly mention specific set-aside designations or disadvantaged enterprise provisions, vendors must carefully review the prerequisite documentation to understand potential restrictions or qualifications. The contract appears designed for technology service providers specializing in wireless internet infrastructure, with a focus on meeting precise technical specifications and location-based service delivery. The attached Cost Sheet suggests the state has budgeted for these services, though specific total contract value is not immediately apparent from the provided materials. Potential bidders will need to demonstrate technical capability, financial stability, and the ability to meet the state's stringent service requirements. The five-year contract duration indicates the state is seeking a long-term partnership with a reliable internet service provider capable of maintaining consistent, high-quality wireless connectivity across multiple locations within Utah.
