About this opportunity
The State of Maine Division of Purchases is soliciting quotes for Tyvek suits under a one-year purchasing agreement with a March 5, 2013 due date and March 1, 2013 first-delivery requirement. The procurement is subject to Buy American Act requirements and federal Excluded Parties List System (EPLS) screening.
The scope covers coveralls with hoods and boots in seven size variations (Small through 4X-Large) for vehicle refurbishment and repair operations at a production facility in Limestone, Maine. Projected purchase volumes range from 20–50 packages for smaller sizes to 100–150 packages for larger sizes, with each package containing 25 units. Actual volumes carry no guarantee of minimum or maximum quantities and depend on production and supply needs. Bidders must submit manufacturers' certificates of conformance to Military and OEM standards and provide product samples for evaluation at bidder expense. Bids proposing government surplus property must include complete material descriptions, quantities, acquiring agency, and acquisition dates.
Pricing must be submitted on a fixed, unit-price basis FOB destination (Limestone, ME 04750) inclusive of all freight and delivery charges. Quoted prices apply to orders and deliveries of any quantity, including partial shipments, unless delivery price constraints are specifically negotiated in the contract award. Cash discounts of 20 days or more will be considered in bid evaluation.
Awards will be made to the lowest responsible bidder offering best value, with consideration given to quality, conformity to specifications, delivery dates, and overall economy. Tie bids are resolved in favor of in-state bidders or those offering Maine-produced or manufactured commodities. The state reserves the right to increase or decrease ordered quantities by up to 10% unless otherwise specified. The contract may be eligible for extensions beyond the initial one-year term. All questions must be submitted through the online procurement system's Question and Answer link. Debarment certification under Executive Order 12549 and 29 CFR Part 98 is required.
