About this file
This is a Master Request for Quote (RFQ) form issued by the State of Maine for vehicle refurbishment and repair operations at a production facility in Limestone, Maine. The solicitation seeks a one-year purchasing agreement contract for coveralls with hoods and boots in seven size variations (Small through 4X-Large), with projected purchase volumes ranging from 20-50 packages for smaller sizes to 100-150 packages for larger sizes. Each package contains 25 units. The solicitation requires first delivery capability by March 1, 2013, and the contract may be eligible for extensions beyond the initial one-year term. Actual purchase volumes will depend on production and supply needs with no guarantee of minimum or maximum quantities. Bidders must submit responses using the provided spreadsheet format with complete bid response data for consideration.
Pricing must be submitted on a fixed, unit-price basis FOB destination (Limestone, ME 04750) and must include all freight and delivery charges. Quoted prices apply to orders and deliveries of any quantity, including partial shipments, unless delivery price constraints are specifically negotiated and included in the contract award. Bidders must provide manufacturers' certificates of conformance to Military and OEM standards and be prepared to submit product samples for evaluation at the bidder's expense. The contract is subject to Buy American Act requirements, and contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and any required certifications of eligibility as determined by the State Purchasing Division. Bids proposing government surplus property must include complete descriptions of material, quantities, acquiring agency, and acquisition dates.
