About this opportunity
The West Virginia Department of Administration Purchasing Division is requesting bids on behalf of the West Virginia Division of Natural Resources for a complete roof replacement at Tygart Lake State Park Lodge (Grafton, West Virginia) under CRFQ 0310 DNR2600000022, with bids due July 21, 2026 at 1:30 p.m. ET. The mandatory pre-bid meeting was held June 25, 2026; written questions closed July 1, 2026. Addendum #1 was issued July 15, 2026 and must be acknowledged to avoid bid disqualification.
The scope comprises three sections: asphalt shingle roof replacement on steep-slope areas including removal, ice-and-water shield, pipe collars, drip edge, metal flashings, architectural asphalt shingles, ridge vents, and gutter cleaning; low-slope roof replacement on the front canopy (dead level) with polyisocyanurate insulation, gypsum coverboard, base and mineral cap sheets, and new drain assemblies; and low-slope roof recovery on rear EPDM sections (12:12 structural slope) with specified materials per Division 7 of the Project Manual. An allowance of 250 square feet for decking replacement at unit cost is included. Contractors must verify all existing conditions and dimensions on-site before bidding, maintain watertightness during material transitions, employ certified electrical contractors for power line work, and field-verify roof slopes and material alternatives. A full-time manufacturer's representative independent of any distributor or contractor must be on-site a minimum of three days per week or every other working day throughout the project.
Bidders must have at least five years of experience completing similar roofing projects and must be factory-trained and authorized installer technicians with successful completion of at least five comparable projects. Bids must be lump-sum for all labor, materials, and equipment. Required bonds include 5% bid bond, 100% performance bond, 100% labor/material payment bond, and a two-year maintenance bond on roofing. Commercial General Liability Insurance of at least $1 million per occurrence and Automobile Liability Insurance of at least $500,000 per occurrence are mandatory. Contractor's license and drug-free workplace affidavit are required submissions. Substantial completion is due within 90 days of notice to proceed; final completion within 120 days. Liquidated damages are $250 per day for each day past the contract end date. The contract is awarded to the lowest qualified responsible bidder.
