About this opportunity
The County of Sacramento is soliciting bids on one new diesel-powered, two-axle dump truck (33,000-pound GVWR, five-cubic yard capacity) under RFB 2026-RFB-0082, with bids due August 26, 2026 at 3:00 p.m. and questions due August 14, 2026. Local business (5%) or micro-business (2%) preference applies to vendors meeting qualification criteria. Engine emissions compliance is the single most important evaluation factor — engines must be certified to Federal 2010 emission standards with NOx at or lower than 0.2 g/bhp-hr and particulate matter at 0.01 g/bhp-hr, with mandatory CARB certification.
The vehicle must be a 2026 or newer model, fully equipped, with comprehensive specifications for cab, chassis, body, hydraulic hoist, PTO, and auxiliary systems. Bidders must provide user lists referencing Sacramento-area entities currently operating the proposed equipment, complete shop and service manuals, and may be required to provide product demonstrations within 30 days of County request. Pre-production, pre-paint, and pre-delivery inspections are mandatory; vendor bears travel and lodging costs if inspections exceed 150 miles from the Fleet Services facility. Delivery must occur with fewer than 1,000 odometer miles, FOB Destination with freight prepaid. The manufacturer warranty must be one year minimum parts and labor commencing upon County acceptance, with vendor responsibility for warranty repair transportation.
The initial contract term is one year at bid price, extendable for up to two additional one-year periods with pricing increases not to exceed 5% annually, contingent on manufacturer availability and mutual agreement. Optional items — ditch gates, tarp systems, TrafFix Devices crash attenuator brackets, repair and diagnostic manuals, and zero-emission or hydrogen fuel cell alternatives — are separately priced. Pricing excludes Federal Excise Tax and sales tax. The County anticipates award on September 14, 2026. Award will be made to the responsive and responsible bidder offering the greatest value, evaluated on suitability, quality, service, past performance, life cycle cost, delivery timelines, local user base, warranty, and parts support availability in the Sacramento area.
