About this opportunity
The County of Morris in New Jersey is soliciting sealed bids for Bid #B24-185, seeking two truck-mounted proving systems to be installed on two Ford F450 XL Dual Rear Wheel pickup trucks for the Morris County Division of Weights and Measures. The procurement involves hybrid truck-mounted systems that include 5-gallon and 50-gallon provers, storage tanks, pump-off systems, and associated equipment designed for petroleum meter testing and calibration. The systems must be constructed primarily of 304 stainless steel, with specific requirements for measurement precision, safety features, and operational components. Bid documents will be available starting October 25, 2024, with sealed bids due on November 13, 2024, at 11:00 AM Eastern Standard Time. The County will receive bids at the Morris County Administration & Records Building Purchasing Division, with the expectation of awarding the contract within 60 days of bid closing. The procurement is structured as a lump sum award to the lowest priced responsive and responsible bidder, with a 24-month initial contract term and potential 24-month extension.
The bid opportunity is solicited through a fair and open process, compliant with New Jersey state regulations including N.J.S.A. 10:5-31 and N.J.A.C. 17:27, which typically involve provisions for minority and disadvantaged business participation. Bidders are required to maintain all contract-related documentation for five years and must be prepared for potential review by the New Jersey Office of the State Comptroller. While specific budget ranges are not explicitly stated, the comprehensive technical specifications suggest a substantial investment in specialized metrology equipment. Vendors must provide full factory warranties, with a minimum one-year warranty on components, and are required to complete system delivery within 180 days of bid award. The systems will undergo a detailed pre-delivery inspection to ensure complete compliance with the technical specifications. Bidders are encouraged to submit proposals by mail, with hand deliveries accepted at the specified County Purchasing Office location in Morristown, New Jersey.
