About this opportunity
The West Virginia Parkways Authority is soliciting quotes for the one-time purchase of two new Class 3 (3500 Series) diesel crew cab chassis trucks under ARFQ 0809 TPK2700000015, with questions due November 4, 2026 at 10:30 a.m. and bids closing November 10, 2026 at 10:30 a.m. through wvOASIS. West Virginia resident vendors may apply for a 2.5 percent vendor preference through the Vendor Preference Certificate, and additional preference options are available for veterans, small and minority-owned businesses, and nonresident vendors meeting specific employment criteria.
Vehicles must be new, unused, and factory-manufactured, with four full-size doors, front and rear passenger seating, and no pickup bed. Each unit must be white and diesel-powered, with dual fuel tanks filled from the driver's side, a 60-inch cab-to-axle dimension, a 34-inch nominal frame width, dual rear wheels, a manufacturer-installed automatic transmission, and a gross vehicle weight rating between 10,001 and 14,000 pounds. Bids require GVWR documentation, engine, horsepower, torque, transmission, and wheelbase specifications, fuel tank capacity for each tank, proposed delivery time, manufacturer warranty documentation, and signed agency terms and conditions.
Delivery is to the authority's facility at 265 Neptune Drive, Beckley, West Virginia, within 120 calendar days after receipt of the purchase order. Unit prices must include delivery, freight, fees, and all other costs. Award goes to the lowest responsive and responsible vendor meeting all mandatory requirements, based on the total extended price for both trucks. Pricing is firm for the life of the contract, and payment follows delivery and acceptance, with invoices submitted in arrears.
Before award, the apparent successful vendor must register with the West Virginia Purchasing Division, provide workers' compensation insurance, provide commercial general liability insurance with minimum limits of $1,000,000 per person and $2,000,000 combined single limit, and hold a valid West Virginia contractors license. Vendors must acknowledge all addenda. The commodity code is 25101507. Buyer Wesley D Vandall handles inquiries at 304-932-0799 or wvandall@wvturnpike.com.
