About this opportunity

The City of Tucson is soliciting bids for the Tucson Police Department (TPD) Firing Range project, located at the CoT Public Safety Training Academy at 10001 S. Wilmot Rd. The procurement involves constructing two separate facilities: a Virtual Training Building and a 300-yard Outdoor Firing Range. The Virtual Training Building will be an approximately 2,223 square foot block structure featuring a virtual training area, classroom space, and two restrooms, while the Outdoor Firing Range will be a static range surrounded by earthen berms, with a covered firing line at the 300-yard mark, intermediate concrete firing positions, and a shooting tower with multiple roof types to simulate various shooting scenarios. Contractors may bid on either or both facilities, with the bid due on April 8, 2024, at 2:00 pm local Arizona time. A pre-submittal conference is scheduled for March 14, 2024, and bidders must submit various forms including a Bid Schedule/Price Page, Offer & Acceptance Form, Bid Bond, SBE/DBE Plan, and a Contractor Responsibility Form. Evaluation will focus on contractor responsibility, past performance, technical expertise, and compliance with specified technical specifications and design requirements.

The project includes a Small Business Enterprise (SBE) goal of 11%, with potential subcontracting opportunities in Concrete, Excavation, Masonry, Plumbing, Mechanical, and Electrical trades. Bidders must submit a Subcontractors List and Proposed SBE Plan, with first-tier subcontractors valued at or above $5,000 requiring documentation. The contract will require Performance and Payment Bonds, each for 100% of the contract amount, and contractors must pay employees the highest of the City of Tucson minimum wage, Arizona state minimum wage, or Davis-Bacon Act prevailing wages. The project is subject to federal compliance requirements, including ARPA terms and conditions, which mandate domestic preference for procurement, restrictions on certain telecommunications equipment, and adherence to environmental and workplace safety standards. The estimated project budget ranges from $5,000,000 to $10,000,000, with funding potentially sourced from American Rescue Plan Act (ARPA) resources. The City of Tucson will monitor labor standards and require contractors to cooperate with documentation requests, audits, and wage compliance efforts.

Opportunity text

This project consists of constructing two new firearms training facilities for the Tucson Police Department which will be located at the CoT Public Safety Training Academy at 10001 S. Wilmot Rd., Tucson, AZ. There is a Virtual Training Building and a 300yd Outdoor Firing Range and each will be priced separately. Separate contracts will be awarded for the Training Building and Outdoor Firing Range. Contractors may choose to bid the Virtual Training Building, the 300yd Outdoor Firing Range or both Bid Items.

The first facility involves the construction of a new Virtual Training Building which will be located West of the existing Firearms Training Facility at the North end of the Training Academy. This building will be an approximate 2.223sf block structure which matches and/or complements the existing Training Buildings. The Virtual Training Building will have a virtual training area, classroom style training space and (2) restrooms. All work associated with the new Virtual Training Building will be identified as Bid Item (1).

The second facility is a new 300yd Outdoor Firing Range. This static range will be surrounded on three sides with an earthen berm to prevent projectiles from escaping the range area. A covered firing line will be constructed at the 300yd mark and intermediate concrete slab on grade firing positions will be constructed at various distances. A shooting tower will be constructed next to the covered firing line. This tower will have multiple roof types installed to simulate various shooting scenarios.
