About this opportunity

Trinidad State College, through the Office of the State Architect, is soliciting quotes for independent commissioning agent services on the Valley Campus Main Building Renovation at 1011 Main Street in Alamosa, Colorado, under Documented Quote DQ2027000156. The optional pre-bid conference is November 6, 2026 at 9:00 a.m. Mountain Time, and quotes are due November 20, 2026 at 4:00 p.m. Mountain Time. Colorado resident bidder preference applies per state law, and award goes to the lowest responsible bidder.

Before contract execution, vendors must be registered in CORE, hold a valid Tax ID, participate in E-Verify, and be registered to do business in Colorado. If construction value exceeds $50,000, a bid bond or proposal guaranty of not less than 5% of the total bid is required.

The commissioning agent (CxA) must support construction quality, system startup, functional verification, turnover, and warranty-period performance for HVAC, building automation, mechanical, electrical, plumbing, and fire protection systems. The project renovates a 52,884 gross square foot main building and adds approximately 16,064 gross square feet. Deliverables include a commissioning plan, pre-functional checklists, functional performance test procedures, a commissioning issues log, integrated and seasonal or deferred testing documentation, and a final commissioning report. Responses must include three examples of similar projects completed within the last five years, one-page resumes for key personnel, and demonstrated CxA capability in HVAC design, DDC systems, TAB services, high-performance building design, and O&M training. The project approach must address higher education and rural Colorado commissioning. Drawings and specifications are available through two linked Dropbox files.

Work proceeds under the State's SC-5.3 Consultant Agreement (Revision 09/2026), with an anticipated start date of November 30, 2026. The agreement runs four years after the capital construction appropriation date, including a one-year warranty period. Compensation is a not-to-exceed price detailed in Exhibit A, with monthly payment applications and payment due within forty-five days of receipt of properly executed applications. Quotes require labor rate tables covering all tasks. Required insurance includes Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, and Professional Errors and Omissions coverage scaled to construction cost thresholds from $250,000 to $2,000,000.

Quotes must be submitted as a single zip file to penny.bueno@trinidadstate.edu. Questions are due November 11, 2026.
