About this file

This is an Exhibit B Scope of Work document for a commissioning services contract in Colorado (TSC DQ2027000156). The contract requires a Commissioning Agent (CxA) to provide comprehensive commissioning services for new or significantly modified HVAC equipment and associated building controls. Services include document review and commissioning plan preparation, construction and pre-functional verification, Testing, Adjusting, and Balancing (TAB) and controls verification, detailed functional performance testing through complete sequences of operation, integrated systems testing to verify interaction between interconnected systems, and seasonal or deferred testing to address weather-dependent conditions. The CxA must maintain a commissioning issues log to track deficiencies and verify their correction through retesting. Commissioned systems encompass all new or significantly modified HVAC equipment including air handling units, heating and cooling equipment, pumps, hydronic systems, exhaust and ventilation systems, terminal units, energy recovery equipment, variable-frequency drives, control valves, dampers, sensors, building automation systems, and associated alarms, safeties, and interlocks.

The contract deliverables include a commissioning plan, pre-functional checklists, functional performance test procedures, site observation documentation, a commissioning issues log, TAB and controls verification documentation, functional and integrated testing results, seasonal or deferred testing documentation, and a final commissioning report. The CxA shall coordinate testing activities with the Owner, Owner's Representative, Design Team, General Contractor, Mechanical Contractor, Controls Contractor, TAB Contractor, and other applicable trades. Contractors responsible for installed systems shall operate and manipulate equipment as necessary to execute tests under the CxA's direction and documentation. The scope of work does not specify pricing terms, set-asides, incumbent information, funding sources, or contract term details in this exhibit.

Exhibit B: Scope of Work

1. Commissioning Scope

The CxA shall provide, at minimum, the following services:

A. Document Review and Commissioning Plan

• Review applicable construction documents, specifications, approved submittals, controls documentation, sequences of operation, RFIs, modifications, equipment startup requirements, and TAB requirements.

• Conduct a commissioning kickoff meeting with the Project Team.

• Prepare a project-specific Commissioning Plan identifying systems to be commissioned, testing procedures, responsibilities, prerequisites, documentation requirements, and the process for tracking and resolving deficiencies.

B. Construction and Pre-Functional Verification

• Perform periodic site observations of commissioned systems at appropriate stages of installation.

• Develop and/or review pre-functional checklists.

• Verify equipment startup and readiness for functional testing.

• Identify installation, controls, accessibility, coordination, or other conditions that could affect system performance.

C. TAB and Controls Verification

• Review final Testing, Adjusting, and Balancing (TAB) reports and field-verify a representative sample of reported values.

• Verify sensor calibration, setpoints, control valves, dampers, variable-frequency drives, alarms, safeties, and other applicable control devices.

• Verify that the installed Building Automation System (BAS) and controls perform in accordance with approved sequences of operation.

• Review BAS trends, where appropriate, to evaluate system operation over time.

D. Functional Performance Testing Develop and conduct detailed, project-specific functional performance testing of commissioned systems. Testing shall verify performance through the complete intended sequences of operation and include, as applicable:

• Startup and shutdown.

• Occupied and unoccupied modes.

• Heating and cooling modes.

• Heating-to-cooling transitions and seasonal changeover.

• Part-load and simulated full-load conditions.

• Equipment staging and lead/lag operation.

• Ventilation and outside-air control.

• Temperature, pressure, airflow, and other applicable control loops.

• Equipment interlocks.

• Alarms and safeties.

• Response to simulated equipment, sensor, or communication failures where safely practicable.

• Interaction between HVAC equipment, terminal devices, BAS, and other interfacing building systems.

Functional performance testing shall verify system-level performance and integration, not merely individual equipment startup or operation.

E. Integrated Systems Testing Verify proper interaction between interconnected systems and equipment, including central equipment, distribution systems, terminal devices, ventilation systems, controls, and applicable interfaces with electrical or life-safety systems.

F. Seasonal and Deferred Testing Where weather conditions do not permit meaningful heating or cooling testing, perform simulated testing where practical and identify required deferred testing. The

CxA shall return during appropriate seasonal conditions to complete outstanding functional testing.

G. Deficiency Tracking and Retesting

• Maintain a commissioning issues log documenting identified deficiencies, expected versus actual performance, responsible party when determined by the Project Team, resolution status, and retesting results.

• Verify correction of identified deficiencies through retesting.

• Clearly identify unresolved or deferred items in the Final Commissioning Report.

2. Systems to be Commissioned

Commissioning shall include all new or significantly modified HVAC equipment and associated controls, including, as applicable:

• Air handling and rooftop units.

• Heating and cooling equipment.

• Pumps and hydronic systems.

• Exhaust, relief, and ventilation systems.

• Terminal units.

• Energy recovery equipment.

• Variable-frequency drives.

• Control valves and motorized dampers.

• Temperature, humidity, pressure, CO₂, and other applicable sensors.

• Building automation and HVAC control systems.

• Equipment alarms, safeties, and interlocks.

• Interfaces with other building systems necessary for proper HVAC operation.

4. Contractor Coordination

The CxA shall direct, witness, and document functional testing. Contractors responsible for installed systems shall operate and manipulate equipment as necessary to execute the tests. The CxA shall coordinate required testing activities with the Owner, Owner's Representative, Design Team, General

Contractor, Mechanical Contractor, Controls Contractor, TAB Contractor, and other applicable trades.

5. Deliverables

The CxA shall provide, at minimum:

1. Commissioning Plan.

2. Pre-functional checklists.

3. Functional Performance Test procedures.

4. Site observation documentation.

5. Commissioning Issues Log.

6. TAB and controls verification documentation.

7. Functional and integrated testing results.

8. Seasonal/deferred testing documentation.

9. Final Commissioning Report documenting tested systems, results, corrected deficiencies, unresolved items, and recommended Owner follow-up.
