About this opportunity
The Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Fish & Wildlife Resources, is soliciting bids for truck bed covers through Request for Bid (RFB) 758 2000000596. The procurement seeks 15 EXTANG brand tri-fold locking tonneau bed covers (Model No. 83424 or approved equal) in black, specifically designed to fit 2020 Ram 1500 Special Service pick-up trucks with 5.7-foot beds and factory built-in fender tool boxes, along with complete installation labor for all units at the agency's location in Frankfort, Kentucky. Bidders must submit pricing for both the bed covers and installation labor on an F.O.B. Destination Freight Prepaid and Allowed basis, with all pricing remaining valid for a minimum of sixty calendar days after the bid due date. The original solicitation was released on April 13, 2020, with written questions due by April 21, 2020, at 4:30 PM ET and an initial closing date of April 30, 2020. A modification extended the bid closing date to May 5, 2020, at 1:30 PM ET, with electronic submission through the Kentucky eProcurement system mandatory. Evaluation will be conducted on a best value ranking basis using the following weighted criteria: price (950 points) and warranty period (50 points) for a total of 1,000 points, with the lowest bidder receiving maximum price points and proportional scoring for subsequent bidders based on the longest warranty period offered.
Kentucky resident bidders are eligible for reciprocal preference, and certain qualified entities receive additional preference points equal to twenty, fifteen, or fifteen percent of maximum points respectively, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities as defined under KRS 45A.465(3). All bidders must be registered Kentucky vendors and must submit required affidavits including a Resident Bidder Affidavit (if claiming resident status), Annual Affidavit, and Qualified Bidder Affidavit (if applicable), along with Revenue Form 10A100 Kentucky Tax Registration Application and certificates of authority for foreign entities prior to contract award. Bidders claiming resident bidder status must certify compliance with Kentucky income tax filing, Kentucky unemployment insurance fund payments, and active Kentucky workers' compensation policy maintenance for the one-year period prior to and through the advertisement date. The solicitation does not specify the total contract amount or individual unit costs, and the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. All bidders must comply with all terms and conditions outlined in the solicitation attachments, and failure to provide supporting documentation upon request for status claims or non-compliance with submission requirements may result in bidder disqualification or contract termination.
