About this opportunity

Virginia School for the Deaf and the Blind (VSDB), a Commonwealth of Virginia agency, is soliciting bids for horizontal concrete sawing to eliminate trip and fall hazards on its campus walkways, with bids due October 23, 2026. A DSBSD-certified preference applies only when the solicitation explicitly designates it: micro businesses receive preference on bids up to $10,000 and small businesses on bids up to $100,000, provided the agency finds the bid price fair and reasonable. Otherwise, award goes to the lowest responsive and responsible bidder of any size.

The contractor must supply all labor, operators, equipment, fuel, transportation, tools, materials, and disposal under an all-inclusive lump-sum price. Work must use a documented horizontal saw-cutting process that complies with ADA standards. Slab jacking, surface grinding, and heavy equipment are prohibited. Before work begins, the contractor must submit hazards categorized by severity (0.25"–0.5", 0.5"–1", 1"–2.5", or curb and sidewalk offset) for VSDB Contract Administrator approval. Repairs must run edge-to-edge across the full panel width and meet ADA slope and OSHA slip-resistance guidelines. Required compliance includes the Virginia Work Area Protection Manual, ANSI Z133.1-1994 equipment standards, and OSHA and VOSH requirements. Bidders must hold proper licensing documentation and be registered in eVA. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, employer's liability of $100,000, statutory workers' compensation, and automobile liability of $1,000,000 combined single limit if applicable.

The contract term is 60 days from award. Work must begin within 30 days of award and finish within 60 days of commencement, performed Monday through Friday between half hour after sunrise and half hour before sunset, excluding state-observed holidays. Bids remain valid for 30 days. Payment is due within 30 days of invoice or delivery, whichever occurs last. The prime contractor must pay subcontractors within seven days of receiving Commonwealth payment, with 1% monthly interest on late amounts. Vendor transaction fees are 1% of contract value, capped at $1,500 per order for non-certified small businesses and $500 for DSBSD-certified small businesses. The opportunity is tagged to Arlington County and Strasburg Town.
