About this opportunity

Fort Pickett Training Area, administered by Virginia's Department of Military Affairs in New Kent County, is soliciting bids for excavation, removal, and replacement of a damaged culvert on Trimble Road north of the Range Control Range Gate entry, with bids due September 16, 2026 and an optional site visit scheduled for September 8 at 2:00 PM at building 229 (corner of Rives and 9th Street).

The scope requires removal of approximately 60 linear feet of damaged 48-inch Corrugated Metal Pipe (CMP) and replacement with a 48-inch span, 16-gauge polymer-coated arched/elongated pipe. Associated work includes removal and reinstallation of grouted rip-rap inlet/outlet protection, geotextile fabric placement for slope stabilization, removal and reinstallation of existing wood guardrail systems on both sides of the road (approximately 83 inches on the East side and 87 inches on the West side), and road restoration including trench compaction, stone base spreading, and grading to drain. Materials specifications are detailed: 16-gauge polymer-coated CMP with 10/10 grade coating, VDOT Class II rip-rap, nonwoven geotextile GTX-2019-01-296 US 160NW, #57 washed stone or VDOT #26 or #27 stone for bedding, pressure-treated lumber Grade 1 or better, and A325 galvanized steel bolts.

Critical requirements include mandatory one-hour UXO (Unexploded Ordnance) training prior to work start, valid photo identification (Real ID) for all personnel, valid vehicle registration and inspection, coordination with Miss Utility at least seven days prior to digging, and trench and confined space compliance with OSHA 1926 standards. The contractor must provide road closure signs, barriers, and flagging personnel; coordinate bypass routes with Fort Pickett Range Operations and Department of Public Works; and deliver all removed CMP to the Fort Pickett Recycling Center. Work must be completed as quickly as possible following commencement. The contract is governed by Virginia's CO-7 General Conditions of the Construction Contract and references VDOT Road and Bridge Standards 2016 Edition and VDOT Road and Bridges Specifications 2022 Edition. Site visit attendance should be confirmed via email to allison.s.maddox.nfg@army.mil.
