The project involves removing approximately 60 linear feet of damaged 48-inch Corrugated Metal Pipe (CMP) and replacing it with a 48-inch span, 16-gauge polymer-coated arched/elongated pipe. The work scope includes removal and reinstallation of grouted rip rap inlet/outlet protection, placement of geotextile fabric for slope stabilization, removal and reinstallation of existing wood guardrail systems on both sides of the road (approximately 83 inches on the East side and 87 inches on the West side), road restoration including trench compaction, stone base spreading, and grading to drain. An optional site visit is scheduled for September 8, 2026, at 2:00 PM at building 229 at the corner of Rives and 9th Street, with attendance to be confirmed via email to allison.s.maddox.nfg@army.mil. Critical requirements include attendance at a mandatory one-hour UXO (Unexploded Ordnance) training session prior to work start, valid photo identification (Real ID) for all personnel, valid vehicle registration and inspection, coordination with Miss Utility at least seven days prior to digging, and delivery of all removed CMP to the Fort Pickett Recycling Center. The contractor is responsible for workplace safety including trench and confined space compliance with OSHA 1926 standards, and must not damage or remove any trees not designated for removal. Materials specifications include 16-gauge polymer-coated CMP with 10/10 grade coating, VDOT Class II riprap, nonwoven geotextile GTX-2019-01-296 US 160NW, #57 washed stone or VDOT #26 or #27 stone for bedding, pressure-treated lumber Grade 1 or better, and A325 galvanized steel bolts. The contract will be governed by Virginia's CO-7 General Conditions of the Construction Contract and references VDOT Road and Bridge Standards 2016 Edition and VDOT Road and Bridges Specifications 2022 Edition.

SCOPE OF SERVICES

I. GENERAL:

The work can be generally described as the excavation, removal, and replacement of damaged culverton Trimble Road just North of Range Control Range Gate entry within the Fort Pickett Training Area. Culvert is crushed from the top, invert has completely rusted out, and slope protection has washed away. All existing pipe is Corrugated Metal Pipe (CMP) and will be replaced with Polymer Coated arched/elongated pipe. Length is approx. 60 feet with a 48” span. The roads will be restored to pre-excavation conditions to include trench compaction, guardrail replacement/removal, spreading stone base and grading to drain. The work is considered to be non-capital construction.

II. SUMMARY OF WORK

a. The failed culvert on Trimble Road near the Range Entry gate is 48” CMP. This pipe is 2’ below the road surface. Remove pipe, reinstall approx. 60LF of 48” span, 16 GA Polymer Coated arched/elongated Pipe.

b. Remove grouted rip rap inlet/outlet protection and store on site for re-use. Place geotextile fabric to assist with slope stabilization prior to VDOT rip rap type II placement per VDOT Spec.

c. There is a wood guardrail system (approx. 83” East Side and 87” West side’) on both sides of the road. Remove only what is necessary to replace culvert, store and then reinstall at completion of project ensuring proper run-on/run-off flair. The contractor is responsible for the secure storage of all the components to this system, to include horizontal timber, wood post, steel backer plates and bolts, nuts and washers. Shortages will be the contractor's responsibility to replenish. Contractor to quote for an allowance for any sections found that will need to be replaced due to deterioration.

d. The pipe shall be bedded as required by Section 302 of the Virginia Roads and Bridges Specifications (2022 Edition). See attached.

Range Operations, Fort Pickett, provides a one-hour training session on how to recognize UXO (Unexploded Ordnance) as well as other items that may be encountered while digging on Fort Pickett. The training will provide immediate actions required upon encountering UXO and crucial contact numbers for eradication.

Contractors (all personnel working on this project) will be required to schedule and attend this training prior to starting this work.
