About this opportunity

The City of Longview Purchasing Department is requesting competitive sealed bids on various tree species for a beautification initiative under ITB #26-0052, with bids due September 3, 2026, at 3:00 PM. A local-vendor preference applies under Texas Local Government Code; the source does not specify the percentage or qualifier. An optional virtual pre-bid meeting is scheduled for August 27, 2026, at 3:00 PM.

The scope covers 53 different tree species in three size categories: 5-gallon, 7-gallon, and 15-gallon containers. The City estimates ordering approximately 500 trees per month with a 30-day delivery lead time. Vendors must price only the species and sizes they can provide. All trees must be healthy, disease-free stock with proper handling and protection during transport. Pricing must be all-inclusive, covering transportation, freight, labor, and all associated costs. Subcontracting is allowed with written City approval. No tree warranty is required.

The estimated total quantity is 4,250 trees. The contract term is one year with four optional one-year renewal periods, funded through a reimbursable grant from the Texas A&M Forest Service with an end date of December 2027. The City reserves the right to award to multiple vendors and adjust order quantities as needed.

Bids must include three verifiable references and proof of Workers' Compensation Insurance. Vendors must submit resident or nonresident status certification, conflict of interest questionnaire, and state law verifications. Evaluation criteria include purchase price, vendor reputation, quality, past performance, and local preference. Award notification is expected approximately two weeks following the bid opening on September 3, 2026.
