About this opportunity
The City of Newark, New Jersey is soliciting bids for a comprehensive Tree Procurement contract (Bid #2024-69) covering the procurement and delivery of deciduous and evergreen street trees for municipal landscaping purposes. The procurement seeks nursery stock in three specific caliper sizes: 2-2.5", 2.5-3", and 3-4", categorized as small, medium, and large trees. Bidders must submit electronic proposals through the city's e-Procurement Portal (ProcureNow) by 10:15 am on Thursday, November 14, 2024, with the bid release date established as October 30, 2024. Vendors are required to provide unit pricing per tree, with the city reserving the right to award contracts to multiple vendors based on line item commodities. Key qualifications include trees being field-grown in nurseries for at least three years, meeting strict standards for root ball preparation, pruning, and overall tree health. Deliveries are scheduled during specific planting seasons: spring (March 15 to June 1) and fall (October 15 to January 1), with trees to be delivered within one week of order placement. A mandatory bid guarantee of 10% of the total bid price (not exceeding $20,000) must be submitted in the form of a certified check, cashier's check, or bid bond.
Bidders must complete multiple compliance documents, including Equal Employment Opportunity Language, Americans with Disabilities Act compliance, and Disclosure of Investment Activities in Iran form. While no specific set-aside designations are explicitly mentioned, vendors must comply with various anti-discrimination and affirmative action provisions. The procurement does not list incumbent vendors or specify existing infrastructure requirements. Bidders must provide comprehensive business information, including ownership disclosures, criminal conviction declarations, and political contribution disclosures. Although a specific budget range is not provided, the contract appears to cover two years of tree procurement with potential for multiple vendor awards. Vendors must demonstrate compliance with municipal ordinances, maintain documentation for five years, and attest to meeting various legal and administrative requirements. The procurement emphasizes electronic submission, with strict deadlines and a commitment to comprehensive vendor vetting across multiple regulatory dimensions.
