About this opportunity

The Department of Mental Health's Southeast Area Agency is soliciting bids through the Office of State Procurement for three-year elevator preventative maintenance at the John C. Corrigan Mental Health Center in Fall River, Massachusetts, with a mandatory site visit on November 10, 2026 at 10:00 a.m. and bids due November 17, 2026 at 2:00 p.m. The Massachusetts Small Business Purchasing Program (SBPP) award preference applies: SBPP participants meeting best value criteria will be selected for award, and non-SBPP bidders are evaluated only if no SBPP bidder meets the evaluation standards. Qualifying bidders must maintain a principal place of business in Massachusetts, have operated for at least one year, employ 50 or fewer full-time equivalents across all locations (or have employees working fewer than 26,000 combined hours per quarter), and show gross revenues of $15 million or less on a three-year average. Nonprofits must also be registered with the Attorney General's Office and hold tax-exempt status under Internal Revenue Code Section 501(c). Misrepresenting SBPP eligibility results in disqualification and potential debarment.

Scope covers monthly preventative maintenance, lubrication and inspection of mechanical and electrical components, functional testing of safety devices and emergency systems, door and leveling inspections, and machine room maintenance for two passenger elevators. Work must comply with the Massachusetts Elevator Code (525 CMR), Joint Commission Environment of Care standards, and ADA requirements. Contractors must hold a valid Massachusetts elevator contractor license, employ certified and licensed technicians, have experience with Joint Commission-accredited healthcare facilities, and carry liability insurance. The contractor must provide 24/7 emergency response with a maximum four-hour response time, along with monthly service reports and annual maintenance summaries. Non-preventive repairs require quotation and approval from the Director of Facilities before execution.

Services run from November 9, 2026 through November 1, 2029. Bidders submit year-by-year and cumulative pricing on the OSD bid form, plus a rate sheet covering hourly labor by skill set and licensure, overtime for Saturdays, Sundays, and holidays, and material markups. Prevailing wage requirements apply, and a payment bond is required if labor costs on any project exceed $25,000. Invoices must be submitted within 30 days of service. Either party may terminate with 60 days' written notice or immediately for cause. Bidders should contact Nicholas Keddie, Facilities Manager, to confirm site visit attendance.
