About this opportunity

The School Board of Pinellas County, Florida is requesting sealed electronic bids for full-service travel management services under ITB #26-HO-028, with bids due at 3:00 p.m. on July 9, 2026 via the District e-Procurement Portal. Florida businesses receive a 5 percent preference if the lowest bid is from an out-of-state supplier in a state that does not grant bidding preferences.

Bidders must be ARC/IATA appointed travel agencies with storefront operations and documented experience providing travel management services to governmental agencies for at least three years. The scope encompasses airline reservations, ground transportation, hotel reservations, and group travel packages for all school district employees. Bidders must also offer separate optional pricing for 24/7 after-hours support and online self-service reservation system access.

The District intends to award contracts to both a Primary and Secondary supplier. The initial contract term runs August 13, 2026 through August 12, 2027, with pricing and discounts firm throughout. Two additional one-year renewal options are available by mutual consent, and the District retains unilateral extension rights of up to three thirty-day periods at the same terms. Price escalation at renewal is permitted if notice is given 60 days prior to contract expiration and increases do not exceed the preceding year's CPI-U. The estimated annual contract value is $50,000, though actual purchases may vary.

Bidders must submit flat-rate booking fees and booking change or cancellation fees. The District requires acceptance of purchasing cards as payment without additional service fees unless an exception is clearly stated. All bidders must complete required documentation including ARC/IATA credentials, Human Trafficking Affidavits, Public Entity Crime sworn statements, Drug Free Workplace Certification, Debarment Forms, E-Verify compliance, and attorney-certified Statement of Principal Place of Business for out-of-state vendors. The District will consider pricing from State of Florida Department of Management Services contracts in its evaluation. An addendum to the original solicitation was issued on June 18, 2026. Board approval is estimated for August 13, 2026.
