About this opportunity
The Texas Juvenile Justice Department is seeking to procure trauma-informed interventions training through the Neurosequential Model of Therapy (NMT) under a proprietary sole-source purchase, with interested alternative bidders required to respond by March 4, 2026 at 2:00 PM Central Time — the same day the notice was posted, allowing no pursuit window.
This is a sole-source procurement under Texas Government Code Sections 2155.067 and 2155.083 restricted to The Neurosequential Model Network, LLC, located in Houston, Texas. The justification rests on NMT being the only available model featuring a brain metric assessment tool supported by substantial research foundation; the sole-source letter from The Neurosequential Model Network dated July 26, 2024, documents exclusive availability of the NMT Training Certification Program and NME Trainer Program with no competing products or alternative providers. Only written responses asserting equivalent goods or services are available will be considered; such responses must be submitted to Vickie Griffin, Procurement Officer, at Vickie.griffin@tjjd.texas.gov.
The contract spans a three-year initial term from April 1, 2026, through March 31, 2029, with two optional one-year renewal periods through March 31, 2031. Deliverables include virtual training for approximately 20 participants in NMT Phase I and Phase II by April 2027/2028; Train the Trainer instruction for approximately 2 participants by April 2028/2029; and continuous access to training materials and intervention resources. The vendor must respond to TJJD inquiries within three business days, maintain confidentiality through signed agreements, and refrain from sharing confidential TJJD data. Payment is made in full upon scheduled service start in accordance with Texas Government Code Chapter 2251; payments may be applied toward outstanding state debt or delinquent taxes administered by the Comptroller. No pricing or budget is specified in the solicitation documents. Performance occurs virtually, with TJJD staff participating in training and coordinating implementation and consultation needs.
