About this file

This is a Notice of Intent to Make a Proprietary Sole Source Purchase issued by the Texas Juvenile Justice Department (TJJD), an agency of the State of Texas. The agency seeks to procure trauma-informed interventions training specifically through the Neurosequential Model of Therapy (NMT), offered solely by The Neurosequential Model Network, LLC. The purchase encompasses training and implementation of NMT, an evidence-based practice that enables TJJD clinicians to evaluate neurodevelopmental needs and incorporate youth responsivity requirements into treatment plans. The model teaches clinicians to assess brain development and create targeted interventions for underdeveloped brain areas, with particular emphasis on addressing the agency's increased population of youth with mental health needs. The response deadline for interested alternative bidders is 14 days after posting by 2:00 PM Central Time. The anticipated contract term is three years, with an initial term running from April 1, 2026, through March 31, 2029, followed by two optional one-year renewal periods (April 1, 2029, through March 31, 2030, and April 1, 2030, through March 31, 2031).

The justification for sole-source procurement emphasizes that NMT is the only available model featuring a brain metric assessment tool supported by substantial research foundation. No pricing information or price comparison for similar goods and services was provided. The procurement is designated as a proprietary sole-source purchase under Texas Government Code Sections 2155.067 and 2155.083, requiring that only bids conforming exactly to the specified brand name, make, and model be considered. Interested parties who believe equivalent goods or services are available must submit written responses to Vickie Griffin, the designated Procurement Officer, at Vickie.griffin@tjjd.texas.gov before the response deadline.
