About this opportunity
The City of Austin is requesting bids for single and dual trash and recycling receptacles with keyed locking mechanisms, RFID tags for tracking, and identification decals under IFB 1500 MHR1018, with proposals due October 8, 2026, at 2:00 p.m. CT. Written questions are due September 16, 2026, at 5:00 p.m. CT. Addendum No. 1, posted September 7, extended the due date to September 8 at 2:00 p.m. CT for initial submission; the October 8 deadline reflects the current solicitation end date.
Local Business and Small Business discounts apply: 5% for Local Businesses on bids up to $500,000 and 3% on bids between $500,000 and $50 million; Small Businesses receive 5% discount on bids up to $500,000 and 3% above that threshold through $50 million. Additional 2% or 1% discounts are available if non-small business prime contractors utilize Certified Small Business subcontractors at 5% or greater of total bid value. Offerors with both Local and Small Business designations receive both applicable discounts. The MBE-WBE Program does not apply.
Offerors must demonstrate a minimum of three consecutive years of experience providing similar services; experience may be satisfied through subcontractor or manufacturer relationships provided the offeror maintains contractual oversight. The City reserves the right to request samples from respondents at no cost prior to award and will evaluate alternative designs based on compliance with design intent, material quality, durability, aesthetic compatibility, and maintenance requirements.
Estimated annual quantities total 50 units each for single and dual receptacles, with 50 units for each replacement part category (liners, domes, latches, flat rings, keyed locks). These estimates are guides only; actual orders will be as-needed and specified by the City. Offerors must provide pricing for all line items in Categories 1 and 2 to be considered responsive; all pricing must be all-inclusive with no separate charges for administrative costs, overhead, shipping, transportation, or fuel surcharges. The City reserves the right to award a single contract or multiple awards based on overall low cost or individual line items as most advantageous. Payment is due within 30 calendar days of City receipt of deliverables or invoice, whichever is later. A minimum one-year warranty from acceptance applies, with the contractor bearing all costs for repair or replacement of defective items. Offers are opened at 3:00 p.m. CT on October 8. No mandatory pre-offer conference or site visit is specified.
