About this file

This is a Solicitation Addendum No. 1 issued by the City of Austin Financial Services – Central Procurement for Invitation for Bid (IFB) 1500 MHR1018 concerning the supply of trash and recycling receptacles. The addendum extends the solicitation due date to Thursday, September 8, 2026, at 2:00 PM Central Time. The City seeks single-body and dual/split-body receptacles equipped with keyed locking mechanisms, RFID tags for tracking, and appropriate identification decals. Offerors must demonstrate a minimum of three consecutive years of experience providing similar scope services, which may be satisfied through subcontractor or manufacturer experience provided the offeror maintains contractual responsibility for oversight and performance. The receptacles must comply with specific design requirements including dimensional specifications, material quality, durability, and aesthetic compatibility with existing City units. The City reserves the right to request samples from respondents at no additional cost prior to award and will evaluate alternative designs based on compliance with design intent, material quality, durability, aesthetic compatibility, and maintenance requirements.

The addendum addresses nine substantive questions from potential bidders regarding experience qualification verification, alternative technologies, receptacle specifications, coating finishes, and design requirements. Color specifications are defined as RAL 5005 Blue and Fir Green (IFS Coatings product #PLSF30022, RAL 6009), with provisions allowing equivalent color products upon approval by the Contract Operations Manager. For dual-body receptacles, the dome lid shall match the container body color with the flat horizontal top divided into two halves. The City reserves the right to accept equivalent products meeting or exceeding listed salient characteristics. Design and manufacturing responsibility rests with the contractor, who shall independently develop all designs without reproducing any City-provided drawings or proprietary materials. Attached to the addendum are photographic references of existing single-body and split-body receptacles and dome lid/top configurations to guide vendor submissions. Offerors must acknowledge receipt of this addendum by returning one signed copy with their bid response, or face potential rejection.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: IFB 1500 MHR1018 Addendum No: 1 Date: September 23, 2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Extension: The solicitation due date is hereby extended until Thursday, September 8, 2026, at 2:00PM CT.

2.0 Questions:

Q1 Question: Could you please clarify Section 1.4's three-consecutive-year similar-scope experience requirement? If an offeror uses an established receptacle manufacturer or supply subcontractor, may that partner's experience satisfy the requirement, or must the bidding entity itself demonstrate the full three years of comparable receptacle supply? If partner experience can qualify, what supporting documentation must accompany the bid?

Q1 Answer: As the section is written, the three-year minimum experience requirement applies to the Offeror’s direct experience providing similar scope services. However, ARR is open to the Offeror utilizing the experience of subcontractor or manufacturer if that arrangement has proven ability to meet the requirements of the contract. (language updated below line 3.0)

Q2 Question: I noticed the solicitation aims to streamline collections through RFID, but I believe the technology in smart compacting solar trash cans can offer a more streamlined service. Is the solicitation open to bids for such units? We do offer what is requested but if the goal is to lower overflowing units and operational costs, we know the smart compacting solar units are a more effective and safer option.

Q2 Answer: Scope of Work Section 1.6, Contractor Responsibilities, item (D) Design Requirements, item

(4) Evaluation of Equivalents, states the city will evaluate equivalents based on, a) compliance with design intent, b) material quality, c) durability, d) aesthetic compatibility, and e) maintenance requirements.

It is the responsibility of the Offeror to determine if their units meet the specifications/design identified in the solicitation. If they determine it meets the requirements then they are welcome to submit an alternative offer with the primary offer and the City will take it into consideration.

Q3 Question: Would you please provide photographs or other visual references of the City's existing single-body and dual-body receptacles that the specifications are intended to match?

Q3 Answer: Attached are pictures of what we can provide for the Split Body and Single Body, along with pictures of the dome lid/top.

Q4 Question: We have reviewed the dimensional and construction requirements in the Scope of Work, but photographs of the existing units would be very helpful in ensuring that the proposed receptacles meet the City's intended appearance and overall design.

Q4 Answer: Attached are pictures of what we can provide for the Split Body and Single Body, along with pictures of the dome lid/top.

Q5 Question: If available, could you please provide photos showing:

1. Single-body receptacle

2. Dual/split receptacle

3. Dome lid/top

4. Side access door and locking mechanism

5. Interior/liner configuration

Q5 Answer: Attached are pictures of what we can provide for the Split Body and Single Body, along with pictures of the dome lid/top. Photos are not included for the side door lock, as this is a new requirement.

Vendors should provide their keyed-lock assembly options in their submissions.

Q6 Question: I have since had an opportunity to again review the solicitation and realized my oversights, finding the reference to the RAL 5005 Blue and Resource Recovery. However, the silver color continues to be named Silvadillo which is the older version of the metallic Silver powder coat. Silvadillo requires a topcoat which is noted in the solicitation; the newer finish, Silver, does Not require a topcoat. Is the topcoat going to remain a requirement?

Q6 Answer: Section 1.6 Contractor Responsibilities, 4 Coatings and Finishings, (d) The City reserves the right to accept equivalent color products, provided the offered items meet or exceed all listed salient characteristics and receive approval the Contract Operations Manager (“COM”).

Q7 Question: Is the green color to be the option of the manufacturer Q7 Answer: Section 1.6 Contractor Responsibilities, 4 Coatings and Finishings, (c). The color Fir Green is defined as IFS Coatings, product #PLSF30022, description RAL6009, Fir Green. (d) The City reserves the right to accept equivalent color products, provided the offered items meet or exceed all listed salient characteristics and receive approval the Contract Operations Manager (“COM”).

Q8 Question: I noted that in the Scope of Work, the description for the dual container is somewhat confusing. It appears that you are asking for the body of the container to be powder coated two colors, ½ f for trash and ½ for the other option; it is unclear what the dome top should be.

Q8 Answer: Section 6, Dual/Split Receptacle Colors, (c) Dome Lid: The dome lid shall match the container body in color. The flat horizontal top portion on which the dome sits shall be divided into two halves.

Q9 Question: In the Design section, it appears that COA is asking the manufacturer to design the product and submit drawings. Am I interpreting that correctly?

Q9 Answer: Prior to award, the City reserves the right to request samples of Receptacles from any of the respondents, at no additional cost to the City. Post award, the Contractor shall provide Receptacles that meet the functional, structural, and aesthetic design intent of the City’s existing Receptacles currently in use. The City defines performance, dimensional, and aesthetic requirements only; the Contractor shall independently develop all designs and shall not use, rely on, or reproduce any drawings or proprietary materials created by the City’s current or previous vendors.

3.0 Scope of Work Section 1.4.B: The following adjustment is added as line 3 in the Scope of Work under Experience: The Offeror shall have a minimum of three consecutive years of experience providing services similar in scope to the services required in this Solicitation. To meet this requirement, the Offeror’s experience may include service delivery, staffing, logistics, and performance management performed through a subcontractor or manufacturer, provided that the Offeror has maintained contractual responsibility for overseeing, directing, and ensuring the successful performance of those services for at least three consecutive years. The City may request additional documentation to verify these qualifications. The Offeror shall provide any requested documentation within five business days via email.

4.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
