About this opportunity
The City of St. Petersburg is requesting proposals for transportation and yard waste recycling services, with proposals due August 20, 2026 at 3:00 p.m. and questions due July 30, 2026. The scope covers recycling of unprocessed vegetative debris — tree trimmings, leaves, grass, palm material, and landscaping byproducts — collected at two primary brush sites (1000 62nd Ave NE and 7750 26th Ave N), each receiving approximately 10,000 to 14,000 tons annually. Vendors may also provide contingency transportation from three additional brush sites during peak demand or emergencies. The vendor must transform this material into compost, mulch, and other beneficial products.
Vendors must demonstrate a minimum of five years' experience in yard waste transportation and recycling services, possess necessary equipment and state-permitted processing facilities, and maintain three professional references. Insurance requirements include commercial general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and workers' compensation as required by Florida law. Vendors must obtain Florida corporate registration, appropriate contractor licensing, and a performance and payment bond. The vendor assumes responsibility for all transportation, equipment maintenance, personnel, toll charges, legal weight compliance, and 24-hour emergency contact availability; the City provides loading labor and equipment at brush sites.
The initial contract term is three years with an option to renew for two additional one-year periods under mutual agreement. The maximum annual price and specific pricing structure remain to be determined. Base prices remain firm for the first twelve months; thereafter adjustments may not exceed the U.S. Bureau of Labor Statistics Consumer Price Index percent change for the preceding twelve months or three percent, whichever is less. Fuel cost adjustments may be requested after the initial three months and no more than quarterly.
Evaluation allocates 35 points for qualifications and experience, 37 points for project approach, 13 points for cost analysis, and 15 points for Business Enterprise Program outreach (SBE/MBE/WBE status and commitment). Subcontractor participation goals are voluntary; no minimum participation is required. Submissions must be electronic through the OpenGov Procurement portal.
