About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a Transportation and Yard Waste Recycling contract opportunity. The project involves managing the recycling of yard waste collected at two City brush sites, each receiving approximately 10,000 to 14,000 tons annually. The material consists of vegetative debris including tree trimmings, leaves, grass, palm material, and landscaping byproducts. Vendors may also be required to assist with transportation from other City brush sites during peak demand periods or emergency situations. The waste will be transformed into valuable products such as compost and mulch, supporting environmentally responsible practices and resource recovery.

The Subcontractor Utilization Plan requires proposers to demonstrate their intent and efforts to engage small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE) in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process changes designed to increase participation by these business categories. Small, veteran, minority, and women business enterprise participation goals are voluntary, and no minimum level of participation is required as a condition for contract award. Proposers will not be considered non-responsive if the plan shows zero participation from these business categories, though the City encourages proactive engagement with small, veteran, diverse, and minority business enterprises.
