About this opportunity
Delaware Department of Transportation, through the State Office of Management and Budget Division of Facilities Management, is requesting sealed bids on cooling tower replacement and associated modifications at the Transportation Management Center in Smyrna under Solicitation OMB-MC5508000005A, with bids due October 13, 2026 at 1:00 PM and a mandatory pre-bid meeting on September 25, 2026 at 10:00 AM at the project site.
Attendance at the pre-bid meeting is a prerequisite for bidding. The work includes replacement of the cooling tower at 169 Brick Store Landing Road, Smyrna, Delaware, with one additive alternate for replacement of a chemical treatment storage shed and associated work. A $10,000 contingency allowance for general repairs is included in the contract. Prevailing wage requirements apply under the wage determination referenced in the bidding package; contractors must comply with prevailing wage scales for the geographic area and classification, document weekly payroll at or above prescribed rates, and provide affidavits certifying compliance. Delaware Code Title 29, Chapter 69 public works contracting provisions govern the contract, including craft training and subcontractor substitution requirements.
Bid security equivalent to ten percent of the total bid amount plus all additive alternates must accompany each bid. The successful bidder must execute performance and payment bonds each equal to 100 percent of the contract price and deliver required bonds and insurance within twenty days of official notice of award. Contract documents prepared by StudioJAED Architects and Engineers are available from Reprographics Center, Inc., at $250 for paper sets or $75 for electronic sets (non-refundable). Bidders must submit a completed subcontractor list by trade and affidavits of prevailing wage and drug testing compliance. The contract uses AIA Document A101-2017 with state-specific supplements. Bids will be opened and read aloud at 2:00 PM on October 13, 2026 at the Haslet Armory in Dover. The State reserves the right to reject any or all bids. MBE, DBE, WBE, and VBE firms are afforded full opportunity to bid without discrimination.
