About this opportunity

Richardson Independent School District (RISD) in Dallas County, Texas, is soliciting sealed proposals from qualified vendors to provide bus and automotive equipment, parts, and related services for the Transportation Department and other district departments on an as-needed basis. This procurement replaces two expiring contracts (RFP 22-182 and RFP 23-240), both set to expire June 30, 2026. The scope of goods and services includes bus parts, automotive parts, towing services, collision and body work, fuel additives, service fluids, tires, glass repair and replacement, window tinting, truck accessories, trailer equipment and parts, and mechanical repair services for the district's fleet serving approximately 37,000 students across 50 campuses. Vendors must maintain professional standards, comply with all federal and state regulations, carry minimum insurance coverage (Comprehensive General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000 per accident, and Workers Compensation at Texas statutory limits), and warrant all goods and services free from defects for one year from acceptance. The contract term extends five years through June 5, 2031, and RISD anticipates awarding the contract to multiple qualified vendors. The deadline for questions is April 21, 2026, at 2:00 PM Central Time, with sealed proposals due May 12, 2026, at 2:00 PM Central Time through the Euna Procurement portal; the board recommendation is anticipated June 4, 2026, with an agreement start date of June 5, 2026. Evaluation criteria are weighted as follows: discount offered (50 points), quality of goods or services (15 points), extent to which goods and services meet district needs (15 points), vendor reputation with three references preferred from the K-12 sector (5 points), vendor's past relationship with the district (10 points), and willingness to accept district purchase orders (5 points).

The procurement welcomes responses from Small and Minority Businesses, Women's Business Enterprises, and Labor Surplus Area Firms, with HUB Certification available as an optional submission component. Vendors must comply with Texas state certifications prohibiting boycotts of Israel, discrimination against firearm entities, and foreign ownership or control by entities in China, Iran, North Korea, Russia, or designated countries; companies with ten or more full-time employees bidding on contracts valued at $100,000 or more must complete these certifications. All vendors must complete and submit multiple required documents including a proposal limited to three pages, a rates and discount pricing sheet, questionnaire, Certificate of Interested Parties (Form 1295), Deviations Compliance Form, RISD Certifications, insurance certificate, W-9 form, Declaration of Conflict of Interest, and applicable HUB Certification. The district's annual expenditure for transportation equipment, parts, and related services for school year 2024-2025 was approximately $542,000; however, RISD guarantees no minimum volume or dollar amount of purchases under this indefinite delivery and indefinite quantity (IDIQ) contract. Proposal pricing and discounts must remain firm for one year following contract award, with any subsequent changes requiring written mutual agreement, and all items must be sold at no more than normal retail price without sales tax inclusion.
