About this file

This is a Texas Certification Document for Richardson Independent School District (RISD) that vendors must complete to bid on a transportation equipment, parts, and related services contract. The document requires vendors to certify compliance with multiple Texas state laws and regulations governing vendor conduct and eligibility. RISD is accepting sealed proposals from qualified vendors to provide bus and automotive equipment, parts, and related services for the Transportation Department and other District departments on an as-needed basis. This bid replaces two previous contracts (RFP 22-182 and RFP 23-240) that were both set to expire on June 30, 2026. The contract term and specific response deadlines are not detailed in this certification document.

The certification document contains six mandatory compliance certifications that vendors must complete with authorized representative initials and signatures. Vendors must certify they are not identified on the Texas Comptroller's list of companies contracting with foreign terrorist organizations. Additional certifications apply conditionally based on vendor size and contract value thresholds: companies with ten or more full-time employees bidding on contracts valued at $100,000 or more must certify they do not boycott Israel, boycott energy companies, or discriminate against firearm entities. Vendors on contracts valued at $1 million or more must certify compliance with contracting information and records retention requirements. Finally, all vendors must certify they are not foreign-owned entities with control by or headquarters in China, Iran, North Korea, Russia, or designated countries, particularly for contracts involving critical infrastructure access. Vendors are required to comply with all applicable state and local laws, rules, regulations, and ordinances.
