About this opportunity
Park City Municipal Corporation is requesting proposals for Transportation Demand Management software to support the City's Ride On program, with proposals due August 8, 2026 at 5:00 p.m. Mountain Time via Utah Public Procurement Place (U3P). If the Respondent's address is within Park City limits, a valid PCMC business license is required; the successful Respondent must be authorized to do business in Utah at contract execution.
The scope is a centralized multimodal trip-planning platform with ride-matching, trip logging and tracking, flexible incentive program management, and comprehensive data analytics and reporting. The platform must support regional coordination through a multi-partner structure with customizable branding and sub-networks. Preferred features include real-time data integrations, passive trip detection, first- and last-mile trip optimization, equity-focused design with multilingual access, gamification, and employer engagement tools. The solution must integrate with PCMC's standard Professional Services Cyber Agreement, which mandates extensive security controls including weekly static scans, monthly dynamic scans, annual penetration testing, and cyber liability / data breach coverage of $5 million per occurrence.
The annual budget is $20,000. The contract carries an initial two-year term with an option to extend for up to three additional one-year terms at the City's discretion. The project deadline is October 1, 2026. Contracts with aggregate cost over the contract term exceeding $100,000 require City Council approval.
Proposals are evaluated on vendor experience (10 points), ability to meet scope of work (40 points), customer support (20 points), value add (10 points), and cost (20 points). Proposals are limited to 15 pages; incomplete submissions will be rejected. Questions are due July 24, 2026 at 5:00 p.m. The selection committee will review proposals August 3–14, with potential interviews August 5–12 and final selection anticipated August 14, 2026. Proposals remain valid for 90 days after submission.
