About this opportunity
The State of Maine Division of Purchases is soliciting bids on three transmission control system components for the Maine Military Authority's vehicle refurbishment operations under a one-year purchasing agreement, with bids due October 10, 2012. All bidders must comply with the Buy American Act and pass screening through the federal Excluded Parties List System (EPLS); the debarment certification form is mandatory.
The scope covers three items specified by National Stock Number and part number: Transmission Control Assembly (NSN 3010-01-411-8490, PN 12460144), Control Module Housing Assembly (NSN 2520-01-481-6120, PN 12460399), and Transmission Modulator (NSN 2520-01-498-9279, PN 12460399-1). Projected 12-month purchase volume for each item ranges from 300 to 500 units, with no guaranteed minimum or maximum. Products may be submitted as new, remanufactured, or other condition; contractors must be prepared to provide samples at their own expense and may be required to furnish certificates of conformance to military and OEM standards. First delivery must occur within 30 days of award. All deliveries go to Limestone, Maine 04750.
Bid prices must be all-inclusive of freight and delivery on an F.O.B. destination, net basis, and will remain fixed throughout the contract period unless periodic price changes are agreed to in writing. The State of Maine reserves the right to award on an individual item or group basis, whichever serves the State's best interests, and will make awards to the lowest responsible bidder based on best value considerations including quality, conformity, purpose, and delivery dates. In cases of tie quotes with equal price, quality, and availability, preference goes to in-state bidders or those offering Maine-manufactured commodities. Cash discounts of 20 days or more will be considered in evaluation. The contract includes an extension option with contractor consent and a cancellation clause allowing termination with 30 days' written notice. Bids close at 2:00 p.m. local time.
