About this file

This is a solicitation list and bid response template for a one-year purchasing agreement contract issued by the State of Maine for vehicle refurbishment and repair components. The solicitation seeks qualified vendors for three transmission control system parts: Transmission Control Assembly (NSN 3010-01-411-8490, PN 12460144), Control Module Housing Assembly (NSN 2520-01-481-6120, PN 12460399), and Transmission Modulator (NSN 2520-01-498-9279, PN 12460399-1). The projected 12-month purchase volume for each item ranges from 300 to 500 units, with quantities dependent on actual production and supply needs and no guaranteed minimum or maximum volumes. The contracting entity requires first delivery capability within 30 days of award, and the contract may be eligible for extensions beyond the initial one-year term. All products must be delivered to Limestone, Maine 04750. Bidders must submit responses using the provided spreadsheet template, completing all mandatory columns (A through M) with explicit, self-contained information for each line item.

Bid prices must be all-inclusive of freight and delivery charges to the destination, with quoted prices serving as fixed contract prices for orders of any quantity unless specific delivery constraints are agreed upon before award. Products may be submitted as new, remanufactured, or other condition, and contractors must be prepared to provide samples for evaluation at their own expense. Certificates of conformance to military and OEM standards may be required. All bidders must comply with the Buy American Act and successfully pass screening through the federal Excluded Parties List System (EPLS). Contract award is contingent upon EPLS clearance and any certifications the State Purchasing Division determines necessary. Interested vendors should direct all inquiries to the listed State Purchasing Division contact rather than the Limestone Facility directly.
