About this opportunity
San Bernardino County is seeking qualified proposers to provide Transitional Housing Program-Plus (THP-Plus) services for young adults ages 18-25 who have exited foster care and/or probation systems. The program will serve approximately 30 young adults per month across three service areas: High Desert, Western Region, and Central/Eastern regions. Proposers must have a minimum of three years of experience providing similar services and demonstrate no record of unsatisfactory performance. The evaluation will be based on a best value approach using weighted criteria: Qualifications and Experience (35%), Financial Review (10%), Technical Review (25%), Cost (25%), and References (5%). A non-mandatory proposal conference will be held via Microsoft Teams on November 18, 2025, at 10:00 a.m. PST, with the deadline for written questions on November 25, 2025, at 4:00 p.m. PST. Proposals are due electronically through ePro and in hard copy by December 8, 2025, at 4:00 p.m. PST, with a tentative award date of February 24, 2026, and contract services beginning March 1, 2026.
The contract is structured as a three-year agreement with the option to extend for two additional one-year periods, contingent on funding and performance. There are no specific set-aside designations mentioned for disadvantaged enterprises. Successful proposers must meet extensive requirements, including obtaining annual county certification, implementing trauma-informed care practices, conducting criminal background checks, maintaining specific staffing ratios (1:8-12 case manager to youth), and establishing FDIC-insured trust accounts for participants. The county has allocated a budget not to exceed $6,600,000, with compensation structured at $2,900 per youth per month for the Scattered Site Model and $3,300 per youth per month for Parenting Placement. Proposers must submit independent audited financial statements and demonstrate financial stability. Insurance requirements are comprehensive, including general liability ($1,000,000 per occurrence, $2,000,000 aggregate), abuse/molestation insurance ($1,000,000/$2,000,000), and cyber liability insurance ($1,000,000 per occurrence, $2,000,000 aggregate).
