About this opportunity
The Missouri Department of Transportation and Missouri Highway and Transportation Commission are requesting bids on current model year or newer OEM standard minivans and passenger vans for the State Transit Program under IFB with a proposal due date of September 24, 2026, and questions due ten calendar days before closing. A partial Buy American waiver has been issued, allowing consideration of vehicles that may not meet full domestic content requirements under standard Buy America regulations, though final assembly and engine origin must still comply with FTA Buy America requirements where applicable.
Two distinct vehicle types are specified. The 15-passenger van specification requires commercially available models such as Chevrolet 3500, GMC Savana Extended, or Ford Transit Low Roof with 148- or 155-inch wheelbase; a 9,000-pound gross vehicle weight rating; full 15-passenger seating with vinyl or leather upholstery; V-8 or V-6 turbo engine with minimum 235 horsepower; 5 or 6-speed automatic transmission with overdrive and external auxiliary oil cooler; ride-enhanced suspension; electronic stability control and traction control; dark sunscreen privacy glass; front and rear heat and air conditioning; powered hinged side loading or sliding door; backup camera with warning system; and USB ports in instrument panel and rear area. The extended wheelbase front wheel drive minivan specification requires minimum 6-passenger seating; V-6 fuel-injected engine with automatic 4-speed transmission with overdrive; dual power sliding passenger doors; power rear hatch; backup camera with warning system; and maximum available OEM components. Both vehicle types must meet all applicable Federal Motor Vehicle Safety Standards and ADA regulations. Hybrid electric drive and all-wheel drive are optional features for consideration on both types. Warranty requirements mandate minimum three years on chassis and structure, five years on engine and transmission, and one year on wiring, or OEM coverage, whichever is greater.
The contract term runs three years from execution with two optional one-year renewals. Bids are accepted electronically through MissouriBUYS Powered By MOVERS or by mail via USPS, UPS, or FedEx. Hard copy bidders must notify buyer Ashten Nichols at ashten.nichols@modot.mo.gov five business days before closing. Email submissions are not accepted. Bidders may request approved equal substitutions prior to bid submission with supporting documentation and test results.
