About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highway and Transportation Commission (MHTC) are requesting bids on OEM standard passenger vans and minivans for the State Transit Program under IFB 0000000335SL, with bids due July 20, 2026 at 2:00 p.m. Central Time. All vehicles must comply with FTA Buy America requirements, including final assembly and engine/motor manufacture in the United States per Federal Register Notice Docket No. FTA-2024-0007 — a mandatory capability filter.

The scope encompasses two vehicle types with detailed technical specifications. Fifteen-passenger full-sized rear wheel drive vans must meet FTA compliance, feature V-8 or V-6 turbo engines with 235 horsepower minimum, 9,000 GVW minimum, automatic 5- or 6-speed transmission with overdrive, electronic stability control, traction control, comprehensive climate and safety systems, and powered sliding doors. Acceptable base models are Chevrolet 3500, GMC Savana Extended (155" wheelbase), Ford Transit Low Roof extended window van (148" wheelbase), or approved equivalents. Extended wheelbase front wheel drive minivans must include V-6 fuel-injected engines, 4-speed or greater automatic transmissions, enhanced suspension with electronic stability and traction control, dual sliding passenger doors, six-passenger minimum seating, backup cameras with parking aids, and front/rear climate control. Both vehicle types offer optional hybrid electric drive and all-wheel drive capability.

Warranty requirements include three years on chassis and vehicle structure, five years on engine and transmission, and one year on wiring and add-on components, with manufacturer-performed service at no cost. Bidders must submit OEM door stickers, dealer invoices with discounts, detailed interior floor plan drawings with dimensions and seating arrangements, pre-delivery U.S. origin documentation, and all OEM instructional materials. Awards will be made to the lowest, most responsive, responsible, and reliable vendors on an individual base bid line item basis; separate awards are possible for each vehicle type. The contract extends three years from execution with two optional one-year renewals. All pricing must be firm, fixed unit prices on FOB Destination basis to any Missouri location, prepaid, with delivery costs included. Bids must remain valid for 90 days from opening. A liquidated damages clause of $50.00 per day per item applies for delivery delays, excluding weekends and holidays. The DBE goal is zero, though DBE participation is encouraged. Questions are due ten calendar days prior to bid closing. Electronic submission through MissouriBUYS Powered by MOVERS is preferred; hard copy submissions require notification to buyer Ashten Lorts five days before closing.
