About this opportunity
Broward County Transportation Department is seeking bids for transit shelters and amenities under an open-ended indefinite-quantity contract funded through the Federal Transit Administration, with bids due October 23, 2026. The contract carries mandatory FTA Buy America Certification and DBE Program compliance requirements; failure to submit the FTA Buy America Certification and FTA Funding Supplement Acknowledgement Form by the closing date renders bids nonresponsive, and vendors must complete the Bidders List Form by the solicitation close.
The scope encompasses provision, installation, and performance of transit shelters meeting ASTM, BIFMA, or current accepted industry standards for heavy outdoor use in public spaces. The primary specification is the Kaleidoscope Transit Shelter or approved equal. Shelter components include canopies fabricated from 1018 steel bars and 6105-T5 aluminum extrusions with welded assembly; solid 16-gauge steel panels; thermosetting polyester powder-coat finishes with rust inhibitor and U.V., chip, and flake resistance; aluminum wall extrusions with perforated 14-gauge steel panels featuring square-hole patterns; and integrated rain-gutter assemblies. Vendors bear full responsibility for equipment performance and timely delivery regardless of whether components are proprietary or third-party manufactured.
The contract is indefinite-quantity with no guaranteed minimum. The initial term runs one year from award or expiration of the current contract, whichever is later, with the Director of Purchasing authorized to renew for up to three additional one-year periods contingent on vendor acceptance, satisfactory performance, and the Director's determination that renewal serves the County's interest. Award goes to the lowest responsive, responsible bidder based on total bid price; the County reserves the right to award on a group or item-by-item basis. No price increases are permitted during the initial contract period. For renewal terms, vendors may request price increases with at least 90 days' notice, capped at Consumer Price Index or Producer Price Index change unless otherwise approved. Vendors must submit product literature, drawings, or manufacturer catalogs with their response or within three calendar days of County request to remain responsive.
