About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highway and Transportation Commission (MHTC) are issuing an Invitation for Bid (IFB) to procure modified wide-body cutaway commercial buses for the State Transit Program. The solicitation seeks qualified vendors to supply buses in two body style categories—fiberglass composite and steel cage construction—each available in three floor plan configurations (GG, HH, and II) with varying passenger capacities ranging from 4 to 16 ambulatory passengers plus wheelchair positions. All vehicles must be current-year factory production models with either a General Motors or Ford Super Duty 14,000 GVWR chassis, comply with Federal Transit Administration Buy America requirements (minimum 70 percent domestic content for fiscal year 2020 and beyond), meet all applicable Federal Motor Vehicle Safety Standards (FMVSS) and Americans with Disabilities Act (ADA) requirements, and include comprehensive documentation such as Altoona Bus Test results, detailed floor plans with interior dimensions, heating and cooling system certifications, and FMVSS 210 seat certifications. The contract shall commence from the executed contract date for a three-year initial term with two optional one-year renewals. The IFB opened on May 5, 2026, at 10:00 AM Central Time and closes on June 18, 2026, at 2:00 PM Central Time, with bids accepted electronically through MissouriBUYS Powered By MOVERS or by hard copy mail (USPS, UPS, or FedEx) if the buyer is notified five days prior to the closing date. Prospective bidders must submit all questions and issues no later than ten calendar days before the bid due date, and award will be made to one or two vendors based on a 100-point scoring system allocating 60 points for cost (with the lowest responsive bid as baseline) and 40 points for experience factors including units sold in Missouri within two years, sales volume in dollars, years of industry experience in Missouri, and delivery performance metrics.

Vendors must register with MissouriBUYS and submit mandatory certifications covering Buy America compliance with itemized component lists detailing country of origin and costs, Federal Motor Vehicle Safety Standards compliance, Disadvantaged Business Enterprise (DBE) participation, debarment status, anti-discrimination certifications, and lobbying certifications. All bids must include a Statement of Delivery and Servicing Dealers certification prior to contract award. Pricing for all line items must include delivery costs with freight prepaid and allowed on a FOB Destination basis, with payment terms set at Net 45, though no specific award value or budget range is disclosed in the solicitation documents. The specification mandates comprehensive warranty coverage including three-year warranties on chassis and structure, five-year warranties on engine and transmission, and lift warranties based on manufacturer specifications, with all component parts required to remain available for the service life of the vehicle. MoDOT reserves the right to conduct in-plant inspections and approve pilot vehicles prior to full-scale manufacture, and liquidated damages of $50 per day per item apply for delivery delays. Each vehicle delivery must include operator manuals, parts books, maintenance manuals, as-built wiring schematics, MSO and title applications, four-wheel suspension alignment reports, and leak-free water test documentation.
