About this opportunity
The Michigan Department of Transportation (MDOT), Transportation Systems Management and Operations, Fleet Division is soliciting proposals through Request for Proposal (RFP) 240000002712 for the one-time purchase of a single trailer-mounted sewer jetter unit. MDOT has identified the PipeHunter VacHunter 3534 PH6C Trailer Combo as its preferred model but will consider acceptable alternate makes and models that meet specified performance and design requirements. The equipment must be a new, current production model fully assembled and ready for operation upon delivery, featuring a diesel Tier IV Final-compliant 4-cylinder 140 horsepower turbocharged engine, a Roots 624 vacuum pump with 3,000 CFM minimum capacity and 16 inches-hg vacuum capability, a 40 GPM triplex pump operating at 3,000 PSI for jetting functions, minimum 3-yard/600-gallon debris tank capacity, dual 250-gallon water tanks, tandem axles rated at 18,000 GVW, and a comprehensive control panel with digital monitoring. Deliverables include the complete jetter unit with manufacturer's standard equipment, two sets of operating and maintenance manuals, minimum eight hours of operator and mechanic training for six to eight MDOT employees, and a one-year warranty or manufacturer's warranty whichever is greater, commencing on the in-service date. The proposal evaluation will be conducted on a pass/fail basis for mandatory minimum requirements, with award to the responsive and responsible bidder offering the lowest price. Bidders must submit questions by 3:00 p.m. Eastern Time on July 22, 2024, with answers posted by 5:00 p.m. Eastern on July 23, 2024, and proposals are due by 12:00 p.m. Eastern on July 30, 2024. The anticipated contract begin date is August 20, 2024, with delivery required to the MDOT Charlotte Maintenance Facility at 905 Paine Drive, Charlotte, Michigan 48813, between 8:00 a.m. and 3:00 p.m. Monday through Thursday, excluding public holidays, with delivery preferred within 120 calendar days after purchase order receipt.
The State will consider a bidder's Qualified Disabled Veterans or Service-Disabled Veteran-Owned Business (QDV/SDVOB) status during evaluation. Pricing must be firm for the contract term and include all costs encompassing shipping, delivery fees, manuals, and training at no additional charge, with delivery terms specified as F.O.B. Destination. Payment will be disbursed through Electronic Funds Transfer (EFT) within 45 calendar days of invoice receipt or final acceptance of deliverables, whichever is later. No incumbent vendor or existing infrastructure integration requirements are identified in this solicitation. Contracts equal to or greater than $250,000 require approval by the State Administrative Board, indicating the potential award value may reach or exceed this threshold; however, specific budget ranges or pricing guidance are not provided in the available documentation. All proposals and resulting contracts will become public record immediately upon receipt by the State. Questions and proposal submissions should be directed to Ruth Thole at 517-335-4972 or TholeR@michigan.gov.
