About this opportunity

The City of Lubbock, Texas is requesting sealed bids on building envelope improvements to the Traffic & Street Signs Maintenance Facility at 202 N. Ash Avenue under ITB 26-19725-KM, with bids due July 9, 2026 at 2:00 p.m. The project is subject to prevailing wage requirements under Texas Government Code Chapter 2258 and Davis-Bacon wage rates.

The scope covers roof removal and replacement across five distinct roof areas (7,116 square feet), with three additional alternates: removal and replacement of eight swinging doors, two overhead doors, and ten windows (Alternate No. 1); removal and replacement of exterior CMU masonry coating (Alternate No. 2); and removal and replacement of metal R-panel roofing on a shed structure (Alternate No. 3). Base bid roof work involves removal of existing two-ply modified bitumen membrane and installation of new 80-mil fleeceback thermoplastic membrane with tapered insulation to achieve positive drainage, plus disconnection and reconnection of rooftop equipment, relocation of piping and conduit, and repair of roof penetrations. All work must comply with 2021 International Energy Conservation Code, 2021 International Building Code, and 2020 National Electrical Code standards. Four unit price line items address removal and replacement of unsatisfactory metal deck, insulation, wood deck, and wooden nailers, with quantities to be documented and approved by the Engineer and Owner prior to material replacement.

The estimated project budget is $300,000. Contractors must maintain comprehensive general liability insurance of $5 million, subcontractors at $1 million, and automobile liability at $500,000, with the City named as additional insured on a primary and non-contributory basis. Substantial completion is required within 60 consecutive calendar days from Notice to Proceed. Work must be performed during normal business hours of 6:00 a.m. to 7:00 p.m., Monday through Friday, with the City occupying the site throughout construction. A non-mandatory pre-bid meeting is scheduled for June 30, 2026 at 10:00 a.m. via Zoom. Written clarification requests are due five calendar days before bid closing. Bids are accepted electronically through Bonfire or in hard copy; fax submissions are not accepted.
