About this opportunity

Oconee County Board of Commissioners is requesting bids on traffic signal equipment listed on the Georgia Department of Transportation Qualified Product List, with bids due January 5, 2023 at 2:00 p.m. at the Oconee County Courthouse in Watkinsville, Georgia. The prior solicitation received only one bid submission and resulted in no award due to insufficient competition.

The scope comprises seven line items: one Signal Cabinet 332L with integrated controller and accessories, two types of conflict monitors, one 2070 controller with Intelight IC CPU, Field I/O modules, power supplies, and a USB program device. All equipment must be sourced from the GDOT QPL. Bid pricing must include all shipping and handling, with delivery required to Oconee County Public Works at 1291 Greensboro Highway, Watkinsville, Georgia. Payment terms are Net 30 with a single payment upon receipt and acceptance.

The contract may be renewed for up to four successive one-year periods contingent upon appropriation of funds by the Board of Commissioners. Award will be made to the lowest responsible and responsive bidder, though the County reserves the right to negotiate with the low bidder if the bid exceeds budgeted funds or to award to multiple bidders at its discretion. No substitutions are permitted unless specifically authorized in writing by the Procurement Officer.

Bidders must submit two sealed copies of their bid package, including completed forms for bidder information, cost proposal, addenda acknowledgement, non-collusion certificate, local business affidavit, and W-9. Standard insurance requirements include Workers Compensation at statutory limits, Commercial General Liability of $1 million per occurrence / $2 million aggregate, and Automobile Liability of $1 million combined single limit. Vendors must comply with the Georgia Security and Immigration Compliance Act and provide a notarized affidavit confirming authorization through the federal work authorization program. Questions were due December 21, 2022, with responses provided by addendum no later than December 29, 2022.
