About this opportunity

Douglas County Board of Commissioners has issued a Request for Bid (RFB) solicitation number 25-023 for traffic sign materials, seeking comprehensive procurement of sign blanks, completed signs, and associated posts, anchors, and bolts. The procurement covers an initial one-year term beginning November 2025, with options to renew for three additional one-year terms, and anticipates purchasing approximately 2,500 signs during the first year. All materials must meet American Society of Testing Materials (ASTM) specifications, American Association of State Highway and Transportation Officials (AASHTO) guidelines, and current Georgia Department of Transportation (GDOT) standards. Bidders may submit prices for sign blanks, completed signs, or both, with the potential for multiple vendor awards. Electronic bids must be submitted through the Douglas County BidNet online platform by Friday, October 10, 2025, at 2:00 P.M. Eastern Standard Time, with all questions required to be submitted electronically by Wednesday, September 24, 2025, at 4:00 PM EST. Evaluation criteria include compliance with technical specifications, pricing, delivery timelines, and adherence to local preference policies that may allow a local firm to be awarded the bid if their price is within 3% of the lowest bid.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though the county promotes equal opportunity. All signs must be constructed using 3M Type 11 Very High Intensity grade sheeting and sourced from vendors on GDOT's Qualified Products Lists. Bidders are required to complete several mandatory compliance documents, including a Subcontractor Affidavit verifying participation in the E-Verify program, a No Conflict of Interest certification, and a Non-Collusion Affidavit. While specific budget ranges are not explicitly detailed, the anticipated volume of 2,500 signs suggests a potentially substantial contract value. Vendors must provide three professional references and guarantee that all proposed items will meet or exceed county specifications. Bids will remain valid for 60 days after opening, and the county reserves the right to reject any or all offers and make awards in the best interest of the county.
