About this opportunity
The City of Phoenix is soliciting sealed offers for aluminum traffic sign blanks under IFB-26-0332, with offers due October 14, 2026 at 2:00 PM and a non-mandatory pre-offer conference on September 28, 2026 at 9:00 AM via WebEx. This is a five-year firm fixed-price contract commencing on or about December 2, 2026, with no extension options.
The scope includes aluminum sign blank configurations—rectangular, street name, stop, railroad crossing, pentagon, yield, paddle stop, square/diamond, and supplemental designs—as specified in the City's cutting diagram drawings. All blanks must meet or exceed MUTCD standards. The City reserves the right to award by individual line item or in any combination most advantageous to itself and will make award to the lowest responsive and responsible offeror.
Contractors must have been in operation for a minimum of three years and maintain sufficient local inventory to support daily City requirements. All pricing must be firm and fixed for the initial contract year. Subsequent annual price increase requests are permitted upon written submission 60 days in advance with supporting documentation; adjustments may be based on the Producer Price Index for aluminum sign blanks and are subject to City approval on the contract anniversary date. Orders must be delivered within 30 calendar days of receipt, with a minimum order of 2,000 pounds. Shipments are palletized at a maximum of 2,000 pounds per pallet and restricted to 7:00 AM to 1:00 PM, Monday through Friday, excluding City holidays, with 24-hour advance notice required. All costs including fuel surcharges, delivery, freight, and shipping must be incorporated into quoted prices. Contractors must provide new equipment only.
Commercial General Liability insurance with minimum limits of $4 million General Aggregate and $2 million per occurrence is required within 14 calendar days of award. Written inquiries are due October 5, 2026 at 2:00 PM. Offers must be submitted through the City's Procurement Portal. Contractors and subcontractors must comply with federal nondiscrimination statutes, FAA Grant Assurances, DBE requirements under 49 CFR Part 26, Arizona E-Verify requirements, Phoenix City Code nondiscrimination provisions, and Phoenix heat safety standards for outdoor work.
