About this opportunity
The City of Tucson, Arizona, through its Business Services Department, issued Invitation for Bid No. 260184 on April 14, 2026, soliciting vendors to supply various new traffic safety cones on an as-needed basis for multiple city locations, including the Tucson Water Department. The procurement requires three distinct line items: 500 units of 28-inch weighted plastic PVC cones with 2-inch City of Tucson lettering and 4-inch and 6-inch reflective rings meeting UTCD Codes (Stock Code 12193); 500 units of 18-inch weighted plastic PVC cones with 1-inch lettering and 6-inch reflective rings meeting UTCD Codes (Stock Code 16722); and 200 units of 18-inch green cones with black bases and no reflective coating (Stock Code 13415). All cones must be stenciled with "City of Tucson" in specified letter sizes and meet applicable UTCD reflective ring standards. The submittal deadline is Wednesday, May 6, 2026, at 2:00 p.m. Arizona time, with no pre-submittal meeting scheduled. The contract shall commence upon award and remain in effect for one year, with the City retaining the option to renew for four additional one-year periods on the same terms and conditions, except possibly for price adjustments. Vendors must submit pricing on the provided Price Page with unit costs and total amounts for each line item, and may offer payment discounts of 21 calendar days or more, which will be deducted from the proposed price during evaluation. Delivery is FOB Destination Freight Prepaid, with the contractor retaining title and risk of loss until delivery.
Prospective vendors must register with the City's Business Services Department, obtain a City business license or written determination of exemption, and maintain specified insurance coverage including minimum commercial general liability of $1,000,000 and combined single limit commercial automobile liability of $1,000,000. All vendors must comply with federal, state, and local laws, including Living Wage requirements, child labor and workers' rights laws, and federal immigration regulations. The procurement incorporates American Rescue Plan Act (ARPA) Terms and Conditions and HUD Form 5370-C provisions, requiring contractors to verify they are not suspended or debarred from federal contracts, comply with Executive Order 11246 regarding equal employment opportunity, implement affirmative steps to utilize minority and women-owned businesses, and comply with the Byrd Anti-Lobbying Amendment prohibiting the use of federal funds for lobbying activities. Contractors must provide certificates of insurance and comply with additional federal requirements including energy efficiency standards, Section 3 hiring preferences for low- and very low-income persons, organizational conflict of interest disclosures, and EPA guidelines for recovered materials procurement. The solicitation documents do not specify set-asides for disadvantaged enterprises, incumbent vendors, or award value ranges. Patricia Lucas, Senior Contract Officer, serves as the responsible contact at (520) 837-4127.
