About this opportunity
The Michigan Department of Transportation (MDOT) Southwest Region is soliciting proposals through Request for Proposal No. 190000002996 for the acquisition of Emergency Response Traffic Incident Management (TIM) first responder kits designed to enable rapid deployment of temporary traffic control measures on public roads. The procurement requires 27 individually packaged kits, with 13 kits containing extra-large vests and 14 kits containing 2X vests; each kit must contain two packets of 28-inch pop-up cones (10 cones per packet), two 48-inch collapsible fluorescent pink "EMERGENCY SCENE AHEAD" signs with supports and storage bags, and five high-visibility five-point breakaway vests compliant with the Michigan Manual of Uniform Traffic Control. This is a federal-funded procurement under FHWA authority, and all products must comply with Buy America requirements for domestic content. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS by August 29, 2019, at 3:00 p.m. EST in modifiable formats with individual files not exceeding 6 MB, with delivery required within 21 calendar days of order placement to the MDOT-Southwest Region office at 1501 East Kilgore Road, Kalamazoo, Michigan 49001. Attendance at one of two mandatory pre-proposal conference calls is required—either August 16, 2019, at 4:00 p.m. EST or August 22, 2019, at 2:00 p.m. EST—with dial-in number 888-636-3807 and access code 6180042#; bidder questions must be submitted by August 26, 2019, at 3:00 p.m. EST with answers posted by August 27, 2019. The State will evaluate proposals based on the lowest-priced responsive and responsible bidder offering the best value, and anticipated contract delivery is September 29, 2019.
Bidders must complete a Vendor Questions Worksheet addressing company background, relevant experience from the past five years, State of Michigan experience, qualified disabled veteran status if applicable, and various certifications regarding labor practices, tax compliance, and corporate citizenship; all proposals must be accompanied by a Confidential Treatment Form and a completed Buy America Certification Sheet confirming commitment to domestic sourcing and manufacturing standards. No incumbent vendors or existing contractors are referenced in the solicitation materials. The contract includes standard State of Michigan terms requiring contractors to maintain comprehensive insurance coverage with Commercial General Liability of $1,000,000 per occurrence and Umbrella/Excess Liability of $5,000,000, with the State named as additional insured, and to comply with all federal, state, and local laws including prevailing wage requirements, nondiscrimination provisions, and ethics standards. Contractors must appoint a dedicated Product Representative, provide a toll-free customer service number, resolve technical support calls within 120 minutes during business hours of 8 a.m. to 4:30 p.m. EST, and maintain firm pricing for the entire contract term with adjustments only for documented changes to actual costs supported by evidence such as the Consumer Price Index. Contracts valued at $250,000 or greater require State Administrative Board approval, and bidders may protest award recommendations within three calendar days of the Notice of Recommendation for Award posting. No specific budget range is disclosed in the solicitation materials; however, the State reserves the right to award multiple contracts and conduct facility tours, require oral presentations, perform reference and background checks, and request additional price concessions.
