About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, on behalf of the New Hampshire Department of Transportation (NHDOT), is soliciting bids for a one-time purchase order contract for traffic equipment and signs. The procurement includes five traffic regulators (dynamic message sign systems), two skid-mounted variable message boards, and nine sign dials to be delivered to the NHDOT Highway Maintenance Patrol Shed in Bedford, New Hampshire. The traffic regulators are vehicle-mounted, full-matrix LED display systems measuring approximately 83" x 19.75" with 48x8 pixel configuration, 12 VDC operation, IP64 certification, temperature range of -34°C to 74°C, integrated WiFi controller capable of storing 99 message sequences, photocell automatic brightness adjustment, optional 12-volt DC power tilt units with 250-pound capacity linear actuators, and 16 strobe lights with 360-degree coverage. The skid-mounted variable message boards (ADDCO 4x3H model specification) feature 83" x 47.25" dimensions with 48x24 pixel display capability, 1,200-foot visibility range, 0-100% manual and automatic LED intensity adjustment, 30-degree cone of vision, 16 LED amber flashers, wireless smart-device control with password protection, dual power linear actuators with auto tilt mounting, 200 watts solar power capability, four AGM batteries, and weatherproof 40-foot cable length, all tested to 65 miles per hour compliance and AASHTO wind load standards. All equipment must be new, current model year, and warranted for a minimum of one year or the manufacturer's standard period, whichever is greater, with 100 percent coverage of parts, shipping, labor, and expenses. Vendors must demonstrate a minimum of 10 years' experience manufacturing DMS systems in the transportation industry and provide a Corporate Quality Manual upon request. Written questions or clarifications are due by 4:00 PM on May 11, 2026, with State responses provided by May 14, 2026. Bid submissions must be received by email to NH.Purchasing@DAS.NH.Gov on or before May 18, 2026, at 10:30 AM Eastern Time, with public bid opening conducted electronically via Microsoft Teams on the same date. Award will be made to the responsible vendor(s) submitting a conforming bid at the lowest total cost, with the State reserving the right to award by individual line item or reject any or all bids.

The RFB does not indicate any set-aside designations or restrictions limiting responses to specific types of organizations such as disadvantaged or minority-owned enterprises. Prior to award, vendors must be registered as authorized to conduct business in New Hampshire and have a completed vendor application on file with the Bureau of Purchase and Property. No incumbent vendors or current contractors are identified in the procurement documents. Delivery must be completed within 30 days of purchase order receipt during weekday business hours (Monday through Friday, 8:00 AM through 2:00 PM), with vendor notification required 48 hours in advance. All bid prices must be firm and stated in U.S. dollars, including delivery costs on an F.O.B. destination basis with no additional charges for special fees, surcharges, or fuel surcharges. Payment will be made via Automated Clearing House (ACH) no earlier than 30 days after invoice receipt or after all items have been delivered, inspected, and accepted, whichever is later. The procurement documents do not provide a specific award value or budget range for this solicitation, though the total cost will be the determining factor for award selection.
