About this opportunity

The City of Ocala is soliciting bids for traffic control and flagging services (MOT/TTC) under ITB ELE/260658, with bids due May 14, 2026. Bidders must be licensed as MOT/TTC providers in Florida and hold FDOT certification with a minimum of five years' experience providing MOT/TTC services in accordance with FDOT standards — a mandatory qualification filter.

The scope covers traffic control and flagging services on an as-needed basis to support Ocala Electric Utilities, including road closures and public protection during utility work. The initial project involves closure of approximately 2,000 feet of southbound lane on NE 25th Avenue for a Reconductoring Project, with work scheduled in 8-hour blocks between 6:00 a.m. and 5:00 p.m., four days per week for up to 10 weeks total (split into one 4-week and one 6-week period with up to one month between periods). Contractors must submit detailed written estimates within three days of each project request on a unit-price basis and provide all labor, supervision, materials, PPE, tools, equipment, and safety compliance. Required insurance includes Commercial General Liability of $1 million per occurrence / $2 million aggregate, Commercial Automotive Liability of $1 million combined limit, and Workers' Compensation per Florida statutory requirements.

Pricing is structured on a per-diem basis for two-person and three-person traffic control crews, with optional rates for overtime, weekend, holiday, and emergency call-out services. Awards are made to the lowest responsive and responsible bidder.

The contract term is three years with two optional one-year renewal periods. Any price increases for renewal are capped at three percent annually unless mitigating market conditions exist; contractors must submit increase requests with CPI-U justification at least 90 days prior to term expiration. Monthly invoicing is required, submitted to Ocala Electric Utility. Contractors bear responsibility for property damage restoration within one month and inspector overtime costs.
