Contractors may bid on one or more of 18 trade categories including carpenters, electricians, plumbers, HVAC technicians, roofers, masons, painters, and specialized services such as fire alarm installation and security systems. All hourly rates must meet or exceed Connecticut prevailing wage rates and the City's Living Wage Ordinance minimum of $21.95 per hour (or $22.95 if health benefits are not provided). Contractors must hold all required state licenses and provide proof of employee licensing. Pricing is structured as fixed, all-inclusive quotes or hourly rate quotes with a 15 percent material markup; not-to-exceed amounts may be required for hourly work.
Insurance requirements include general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 combined aggregate, workers' compensation at statutory limits, and auto liability coverage. Performance bonds equal to 100% of project value are required for individual projects exceeding $100,000, assessed on a per-project basis. Local preference provisions apply based on project funding source and contract value thresholds. Contractors must comply with Connecticut prevailing wage rates, the City's Living Wage Ordinance, Equal Employment Opportunity requirements, apprenticeship hiring requirements for projects valued at $500,000 or more, and all applicable federal, state, and local laws. A purchase order is required prior to work commencement for each project. All bids must be submitted electronically through the City's eProcurement Portal. No site visit or bidders conference is mandated. The contract term is not specified, with renewal options at the City's sole discretion.
