About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids from prequalified vendors for printing 60,000 TR-1 Michigan Registration Computer Prepared Application forms (20,000 sheets), with bids due July 21, 2026.

Only prequalified vendors registered with the State of Michigan are eligible to submit bids. Pre-qualification requires approximately one week to process and vendors must accept Electronic Funds Transfer (EFT) payments.

The scope calls for forms printed three-up per sheet at a finished size of 7-5/8 inches wide by 4 inches long, two-sided on 24-pound white OCR Moistrite Ledger cover stock in PMS-185 red ink. Forms must be packaged flat with perforations between forms and cartonized at 6,250 forms per carton with clearly labeled contents and quantities. Bidders must submit an electronic file, one PDF proof for approval, a sample, and a detailed quote letter; omission of the quote letter results in automatic disqualification.

Award decisions will be made on best price and value to the state, meaning the lowest bidder does not automatically receive the contract if quality or ability to meet requirements raises concerns.

Delivery is F.O.B. Destination, prepaid, to the Print & Mail Management dock at 7461 Crowner Drive, Lansing, Michigan, during dock hours of 8:00 a.m. to 3:30 p.m. Monday through Friday, excluding standard holidays. Shipments must be placed on single-face hardwood pallets meeting specific dimensional and weight limits (44–48 inches length, 36–48 inches width, maximum 5 feet 6 inches height, 4,000 pounds gross weight), with comprehensive carton labeling including commodity numbers, descriptions, purchase order numbers, and piece counts. No underruns are accepted; overruns are at the vendor's expense.

Undisputed invoices are payable within 45 calendar days of receipt or final acceptance, whichever is later. All materials become the property of the State of Michigan upon delivery.
