Contractors responding to this solicitation must comply with the City of Dallas Small Business Enterprise (SBE) program requirements under the Dallas Regional Inclusive Vendor Enterprise (DRIVE) Policy, which establishes contract-specific SBE utilization goals determined through marketplace research and availability analysis, with annual aspirational benchmarks ranging from 30 to 38 percent depending on procurement category. Respondents must demonstrate compliance with Commercially Useful Function (CUF) requirements, ensure SBE subcontractors perform meaningful work, and commit to timely payment practices, with monthly compliance audits conducted through the City of Dallas Compliance System requiring both primes and subcontractors to respond to audit inquiries regarding payment verification and progress reporting. The City offers local preference consideration for suppliers with principal places of business in Dallas or those employing Dallas residents, with preference thresholds of three to five percent depending on contract value.
