About this opportunity
The Town of White Stone in Lancaster County, Virginia is seeking bids for a comprehensive Wastewater System Phase 2 project through a single prime contract. The procurement involves installing a low-pressure wastewater collection system, constructing an additional 40,000 GPD wastewater treatment plant utilizing moving bed biological reactor technology, and developing a subsurface drip irrigation disposal system. Bidders must submit proposals by March 18, 2025, at 2:00 PM local time at the Town Hall, with a mandatory pre-bid conference scheduled for March 4, 2024, at 11:00 AM. The project has two specific bid alternates: Alternative A for the subsurface drip irrigation disposal system and Alternative B for the 40,000 GPD wastewater treatment plant. Evaluation criteria will be based on the Total Bid Price, including both alternatives, though the Town reserves the right to eliminate either alternate prior to the preconstruction conference. The project has an expected duration of 390 days and requires unit price and lump sum basis pricing. Bidding documents are available for purchase at $500, with potential additional shipping charges.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises, but does include critical compliance requirements under the American Iron and Steel provisions of the Consolidated Appropriations Act of 2017. Specific waivers apply for De Minimis components, Minor Components, and pig iron/direct reduced iron materials. Bidders must obtain official documents through eva.virginia.gov or from Bowman Consulting in Williamsburg or the White Stone Town Hall. While no incumbent vendors are explicitly identified, the project involves integrating with existing wastewater infrastructure in Lee County, with the new treatment plant designed to operate alongside current systems. Though no precise budget range is specified, the comprehensive nature of the project—involving collection systems, treatment plant construction, and disposal infrastructure—suggests a significant capital investment. Contractors will need technical expertise in wastewater system design, low-pressure collection technologies, biological reactor implementation, and subsurface irrigation systems.
