About this opportunity
The Town of Timnath in Larimer County, Colorado, is seeking a consultant to develop an updated Master Plan for the Timnath Reservoir, a 580-600 acre recreational water body. The Request for Proposal (RFP) requires the selected contractor to conduct a comprehensive planning process that includes community outreach, site inspections, and developing a strategic vision for the reservoir's future use. Key deliverables include a draft master plan in narrative and graphical formats, an electronic version compatible with town standards, and an executive summary. The project objectives are to define goals for reservoir use, maximize recreational and open space opportunities, identify programming ideas, and prioritize potential capital projects with associated cost estimates. Evaluation will be based on a 100-point scoring system: 45 points for pricing, 20 points for technical approach, 20 points for experience, and 15 points for team qualifications. Critical dates include a mandatory site visit on July 15, 2025, a question submittal deadline of July 18, 2025, proposal submission deadline of July 25, 2025, and an anticipated contract award on August 12, 2025.
The RFP does not specify explicit set-aside designations or restrictions on responding organizations. Contractors must submit comprehensive proposals including contact information, a certificate of good standing, availability statement, project timeline, team resumes, detailed service approach, relevant experience, references, and pricing details. The project builds upon a 2016 concept plan and will incorporate data from a recent parks and recreation master plan survey conducted by ECC Institute. While a specific budget range is not explicitly stated, the project involves developing a strategic plan for future recreational development at the Timnath Reservoir. The reservoir is currently owned by the New Cache La Poudre Reservoir Company and leased by the Town of Timnath for recreational purposes under a 15-year recreation lease initiated in 2016, with options for two 5-year extensions. Existing infrastructure includes a large events space, swim area, boat ramps, trails, parking, restroom facilities, non-potable irrigation system, and attendant sheds.
