About this file

This is a Request for Proposal (RFP) from the Town of Timnath, Colorado, seeking a consultant to develop an updated Master Plan for the Timnath Reservoir. The project aims to create a comprehensive plan for the approximately 580-600 acre reservoir, which is currently leased by the town for recreational purposes. The RFP requires prospective contractors to facilitate a master planning process that includes community outreach, at least three public sessions, reviewing existing documents, performing site inspections, and developing a plan that defines goals, identifies recreational programming ideas, and prioritizes potential capital projects. Key dates include a mandatory site visit on July 15, 2025, a question submittal deadline of July 18, 2025, proposal submission deadline of July 25, 2025, and anticipated contract award on August 12, 2025.

The RFP will be evaluated using a 100-point scoring system, with 45 points allocated to pricing, 20 points to technical approach, 20 points to experience, and 15 points to team qualifications. Contractors must submit a comprehensive proposal including contact information, a certificate of good standing, availability statement, project timeline, team resumes, detailed service approach, relevant experience, references, and pricing details. The town seeks a plan that will guide short and long-term parks and recreation development, with deliverables including a draft master plan in narrative and graphical formats, an electronic version compatible with town standards, and an executive summary. The project builds upon a 2016 concept plan and will incorporate data from a recent parks and recreation master plan survey conducted by ECC Institute.

III PURPOSE:

Introduction:

Timnath Reservoir is an exciting open space unique to Timnath. The use of the reservoir property is available to properly permitted residents, future Timnath residents, Colorado anglers, and their guests. The property is owned by the New Cache La Poudre Reservoir Company and is leased by the Town of Timnath for recreational purposes. The Recreation Lease went into effect in 2016 and has a 15-year term, with an option to extend twice, each extension for 5 years.

Timnath Reservoir has a surface area of approximately 580-600 acres with a 6-mile shoreline with a scenic backdrop of the Rocky Mountains to the west. The reservoir and open space are utilized for aquatic activities such as boating, fishing, kayaking, and swimming.

The reservoir is a man-made water body used by the reservoir company for irrigation purposes. The reservoir water levels will fluctuate seasonally in response to irrigation demands. Town staff regulate boating and inspect for Aquatic Nuisance Species as dictated by Colorado Parks and Wildlife.

SPECIFICATIONS

History and Recent Improvements:

In 2016, The Town of Timnath completed a concept plan of Timnath Reservoir. The public engagement included a program survey and concept plan that has been used to guide capital projects out at Timnath Reservoir. There have been several projects completed to date as part of this effort:

• A large events space

• A swim area

• Boat ramp improvements (2)

• Hard and soft surface trails

• Parking

• A restroom facility

• A non-potable irrigation system

• 2 attendant sheds to monitor use

Since the adoption of the 2016 Concept Plan, both the Reservoir and the Town have experienced significant growth and change. As a result, the Town is seeking an updated vision and plan for the site. The Town recently adopted in 2025 the Parks, recreation, open space and trails Master Plan (Master Plan). The Town included a needs assessment/priority assessment as part of the Master Plan survey which was conducted by ECC Institute. The Town wishes to use the data in that survey for the purposes of this project.

IV SCOPE:

Objectives:

The objectives of this planning process are:

1. Define the goals and objectives for use out at Timnath Reservoir

2. Develop a systematic plan that maximizes the recreational and natural open space opportunities for Town

Residents

3. Assist with identifying Recreational Programming ideas at Timnath Reservoir

4. Help the Town prioritize potential capital projects (short, intermediate and long range) and provide cost estimates

Scope and Deliverables:

This project area is limited to Timnath Reservoir and its directly adjacent amenities, as defined within the Town’s lease area and recreational use boundaries.

1. Facilitate the Master Plan process. Prospective firms shall propose a dynamic and effective process that will meet the objectives above;

2. The process should include outreach to the community. A minimum of 3 public outreach sessions or equivalent. Summarize public outreach in a memo.

3. Reviewing the following and become familiar with the Parks and Recreation Department’s current operating environment such as the 2017 Concept Plan, 2025 PROST Master Plan;

4. Performing inspections of Timnath Reservoir natural open space components to assess current conditions and potential programming impacts on the natural environment;

5. Reporting to and collaborating with the Parks, Recreation, Open Space and Trails (PROST) Committee during each stage of the planning process;

6. Provide the staff with ideas for promoting the Plan to create increased awareness and participation;

7. Comparing the needs with the available inventory of recreational facilities;

8. Analyzing possible opportunities to meet system-wide needs for passive and active recreation opportunities;

9. Recommending priorities for implementation of recreation and facilities enhancements or improvements;

10. Developing budget estimates for the priority improvements;

11. Developing schedules, guidelines, and proactive plans that focus on preserving and/or improving assets;

12. Preparing a capital improvement plan and identifying possible funding sources.

13. Plan Drafts. The purpose of this task is to communicate the vision of the plan in a form that is easily understood. A draft Master Plan will be prepared that documents the process, shows how the recommendations were formulated, and displays the results in a concise format. This task will shape the results of the prior analytical process into a Master Plan for guiding the short and long-term future of parks and recreation in the Town. As best as possible, the Master Plan should be represented in narrative form but also in graphical form, utilizing maps, graphs, charts, photography and other visual representations. The Town desires to also have the Master Plan easily transferred to an electronic format that can be displayed and consumed with minimal effort on a web page or within social media. The document should adhere to the current Accessibility Law for Colorado

14. The Master Plan. An electronic copy in a format compatible with Town standards; and a color version of the final Executive Summary consisting of one (1) printed copy and an electronic version in a format compatible with Town standards
